The event saw the attendance of member of the Party Central Committee (PCC), Vice Chairman of the National Assembly (NA) Uong Chu Luu.
Among Hanoi leaders were Politburo member, Secretary of the Municipal Party Committee, Head of the NA deputy delegation of Hanoi Hoang Trung Hai; PCC member, Deputy Secretary of the Municipal Party Committee, Chairman of the Municipal People’s Committee Nguyen Duc Chung; Deputy Secretary of the Municipal Party Committee, Chairwoman of the Municipal People’s Council Nguyen Thi Bich Ngoc; Deputy Secretary of the Municipal Party Committee Dao Duc Toan; Chairwoman of the Vietnam Fatherland Front’s Hanoi chapter.
Speaking at the opening ceremony, Chairwoman of the Municipal People’s Council Nguyen Thi Bich Ngoc said that the meeting would focus on comprehensively assessing socio-economic development tasks, budget revenue collection and expenditure, and national security and defense in 2019.
At the same time, the Municipal People’s Council will point out limitations and weaknesses, and set forth targets and missions for 2020, she added.
Ngoc said the council would also discuss and adopt 14 reports and six regular resolutions, six reports and 16 thematic resolutions.

According to the Chairwoman, the council will conduct the one-day question-and-answer session within the meeting, focusing on urban and rural planning, state management of non-public schools citywide, and fight against crimes and violations of law in 2019 and other concerned issues.
Ngoc urged the council’s deputies to raise their sense of responsibility for giving constructive opinions on reports and adopting the resolutions, making significant contribution to the success of the meeting, and meeting the voters’ trust.

Addressing the event, Secretary of the Municipal Party Committee Hoang Trung Hai recognized and highly appreciated the city’s achievements in 2019.
Regarding major missions in 2020, Hai underlined it is necessary to draw the participation of the entire political system and people in accomplishing the tasks.
He asked the deputies to raise their sense of responsibility to clarify the achievements, limitations and weaknesses in the implementation of socio-economic development, national security and defense, financial and budgetary affairs, public investment and other tasks in 2019; point out causes and draw experiences.
They need to have more discussion and set up concrete targets, missions and solutions for socio-economic development, national security and defense, finance - budget and public investment for 2020, the Secretary noted.
Hai urged the deputies to work out vital mechanisms and policies to realize the Politburo’s conclusion and the NA’s resolution on piloting a new urban administration model in Hanoi for the tenure 2021 - 2026.
The council should continue contributing to preparing Party congresses at all levels towards the 17th Municipal Party Congress, especially the personnel work for People’s Councils and People’s Committees at all levels for the tenure of 2021 - 2026, he suggested.
The Secretary also stressed the need for the council to efficiently conduct inspection and supervision activities as well as criticism to make sure that the resolutions have been implemented strictly, contributing to dealing with concerned issues, thereby, improving the people’s living standards, especially those in remote rural areas.
