Hanoi summarizes ten-year implementation of National Target Program on New Style Rural Area Building (21:52 23/09/2019)
The event saw the attendance of Politburo member, Prime Minister Nguyen Xuan Phuc; member of the Party Central Committee (PCC), Minister of Agriculture and Rural Development Nguyen Xuan Cuong; PCC member, Minister of Natural Resources and Environment Tran Hong Ha; and leaders of the Central’s ministries and sectors.

Improving people’s spiritual and material life
Giving a report at the conference, Chairman of the Municipal People’s Committee Nguyen Duc Chung said that Hanoi has implemented the National Target Program on New Style Rural Area Building amid advantages interwoven with difficulties and challenges.
Considering the building of new style rural areas as a paramount political mission during two terms, the Municipal Party Committee issued Program No. 02 on developing agriculture, building new style rural areas and improving farmers’ living standards, he added.
Along with strengthening the communication to raise people’s awareness on the program’s targets, Hanoi has focused on elaborating preferential mechanisms and policies to develop agriculture, build new style rural areas, and improve farmers’ living standards.

Over past ten years, Hanoi has mobilized thousands of collectives, individuals, businesses and households to join the building of new style rural areas with more than VND 14.74 trillion (USD 633.7 million) raised.
According to the Chairman, the city’s authority has considered agricultural land grouping as a breakthrough in agricultural development, establishing large-scale concentrated farms. So far, nearly 79,500 hectares (reaching 104.6% against the plan) have been re-allocated; and districts and towns have finished the issuance of land use titles to households.

To date, six districts in Hanoi have been recognized as new style rural areas, which are Dan Phuong, Dong Anh, Thanh Tri, Hoai Duc, Gia Lam and Quoc Oai. At the same time, 325 out of 386 communes of the city (accounting for 84.2%), also earned the title, up 124 communes compared to 2015. All the remaining communes have also met at least 11 criteria.
Farmers’ living standards have been improved increasingly with the per capital income of VND46.5 million (over USD 2000) in 2018 (up VND 33.5 million compared to 2010). The rate of poverty among rural households has dropped from 5.43% in 2016 to 1.81% in 2018.
Hanoi must take the lead in agricultural development
Addressing the event, on behalf of the Party and State leaders, PM Nguyen Xuan Phuc praised Hanoi’s achievements in carrying out the National Target Program and Program 02 on building new style areas.

Hanoi is one the three localities nationwide where the new-style rural area building program is carried out on the largest scale, he said, noting that requirements for new-style rural areas are very high, in terms of both quantity and quality.
Phuc also stressed that the ultimate goal of the program is to improve the material and spiritual lives of people.
However, the PM pointed out certain shortcomings, noting that Hanoi hasn’t succeeded in attracting more investment into agricultural production, especially hi-tech farming and connectivity under production chains.
Regarding seven key missions in the time to come, the Government leader asked Hanoi to bring into full play its potentials to develop suburb areas.
Hanoi needs to develop a modern agriculture, build green, clean and beautiful rural areas, and create new style rural areas associated with urban development, he urged.
He also urged Hanoi to pay special attention to preserving cultural values of Hanoi – the 1,000-year-old city, protecting environment and providing vocational training courses for farmers.
Acknowledging the PM’s instructions, Secretary of the Municipal Party Committee Hoang Trung Hai affirmed that the city will continue effectively implementing key tasks of building the new style rural areas.

On behalf of the Party organization, authorities and people of Hanoi, comrade Hoang Trung Hai expressed his thanks to the Party Central Committee, the State, the National Assembly, the Government, the Prime Minister, ministries and sectors for their support for the city over the past time while hoping to continue receiving it in the time to come.
On this occasion, the Municipal People’s Committee opened an exhibition on Hanoi’s achievements in building new-style rural areas.
The fair and exhibition at the Cultural Friendship Palace will end on September 22.
