Giving the order to start construction, Chairman of the Hanoi People's Committee Tran Sy Thanh said that the investment project to build the underpass at the intersection of Ring Road 2.5 with Giai Phong Street is identified as a key project of the city in 2021-2025.

The project aims to reduce traffic congestion and gradually complete the capital's traffic infrastructure system according to the planning approved by the Prime Minister. Therefore, the implementation of investment and construction of the Project is very necessary and urgent.

On behalf of the city's leaders, Thanh praised and highly appreciated the efforts of the City Traffic Construction Investment Project Management Board as well as the close coordination between the Department of Construction, Department of Finance, Department of Transport, People's Committee of Hoang Mai District and relevant units. He also thanked the people in the project area for creating conditions for the unit to carry out the site clearance and construction work.

In order for the project to complete on time with quality and safety, the Chairman of Hanoi People's Committee proposed the City Traffic Construction Investment Project Management Board to assume the prime responsibility for, and closely coordinate with the Departments of Transport, related branches, units, construction contractors, consulting units for project management in accordance with regulations; strictly follow the order, process and technical regulations to deploy the construction on schedule and ensure quality; regularly monitor, check and promptly solve problems arising during the implementation of the Project; ensure labor safety, traffic safety and environmental sanitation.

Leaders of the City People's Committee also requested the Department of Transport, the Department of Construction, the City Public Security, and the People's Committee of Hoang Mai District to coordinate and guide the investor to organize traffic, ensuring that it does not disturb the daily life of people in the project area; supervise the quality of construction works according to regulations; assign the Department of Planning and Investment to assume the prime responsibility for, and coordinate with the Department of Finance in timely allocating the capital for the Project according to the implementation schedule.

Construction contractors, supervision consultants are tasked with developing specific and detailed plans to ensure the realization of commitments in the contract; organize construction, supervise the construction of works to ensure quality and completion on time.

According to the Director of the Management Board of Investment and Construction of Traffic Works in Hanoi Nguyen Chi Cuong, the investment project to build the underpass at the intersection of Ring Road 2.5 with Giai Phong Street (National Highway 1A), Hoang Mai district is a Group B project with a total investment of nearly VND800 billion.

The scale of the project includes 4 lanes with the total length of the tunnel of 400m, in which, 140m of underpass and 320m of ramp. Besides the main tunnel, the Project Investor will also construct technical infrastructure works and other ancillary works.
