The meeting was chaired by Deputy Secretary of the Hanoi Party Committee and Head of the Steering Committee for the implementation of Resolution 09 of the City Party Committee Nguyen Van Phong; Member of the Standing Committee of the City Party Committee, Head of the Organization Department of the City Party Committee Vu Duc Bao; and Vice Chairman of the City People's Committee Ha Minh Hai.

Attending the meeting were also member of the Standing Committee of the City Party Committee, Head of the Propaganda Department of the City Party Committee Bui Huyen Mai; leaders of a number of departments, branches, districts, towns and 150 business owners, representing over 1,700 enterprises with Party organizations.

Addressing the conference, Standing Deputy Head of the Organizing Committee of the City Party Committee Nguyen Thanh Minh said that as of September 2022, Hanoi has about 343,885 registered businesses. The number of enterprises in Hanoi in the 2016-2021 period increased by an average of about 5% per year. The role of private enterprises is increasingly important in the economic and social development of Hanoi, accounting for 67% of the total employment and contributing about 30% of the capital's GDP.

Regarding the results of the implementation of Resolution 09-NQ/TU, dated February 27, 2012 on strengthening the building of the Party and people's organizations in non-state-owned enterprises, up to now, Hanoi has a total of 1,711 party cells in non-state enterprises with 10,742 Party members, including 45 private business owners; established 7,067 trade union and youth union organizations with 483,837   members.

Party cells established in enterprises have actively participated in formulating and implementing strategies and plans for business development, joined  business owners in flexibly adjusting the scale of operations, restructuring production and business, improving models, changing products, innovating technology; participating in solving problems arising in the enterprise; taking leadership in building harmonious, stable and progressive labor relations in the enterprise, limiting labor contract disputes, among others.

However, reality shows that certain Party committees and authorities are not fully aware of the role and position of the private sector in the cause of national construction and defense, their support for the development of enterprises, therefore, are limited; some business owners are still indifferent, not really interested, not aware of the position and role of party organizations in enterprises; Party work in private enterprises still faces many difficulties and limitations; among other issues.

At the seminar, delegations and experts exchanged opinions to promote the position and role of party organizations and social organizations in the production and business activities and the sustainable development of enterprises; current situation of Party building in enterprises outside the state sector. They also proposed specific solutions and recommendations to improve the quality of party organizations and social organizations and develop Party members, union members and members in enterprises outside the public sector.
