Addressing the conference, Party Secretary Dinh Tien Dung reiterated General Secretary Nguyen Phu Trong's view that solidarity, cooperation and mutual assistance between Vietnam and Laos correspond to objective rules. They are a vital factor of each Party and country; at the same time, an invaluable common asset and a foundation for the two countries to advance in the next historical periods. Vietnam and Laos are not only neighbors, but "two brotherly countries, comrades".
Reviewing the important cooperation milestones between Hanoi and Vientiane over the past time, Secretary of the City Party Committee Dinh Tien Dung appreciated the cooperation agreement between Hanoi and Vientiane for the 2022-2025. Dung said that right after the agreement signing, the Hanoi Party Committee focused on leading and directing agencies, departments, branches, districts, towns in the city to implement the contents of the cooperation agreement between the two capitals to ensure its effective implementation.
Soon after, the Hanoi People's Council also became the first agency to conduct high-level exchange activities and promote cooperation with the Vientiane People's Council. Many initiatives on bilateral cooperation in the fields of economy and culture have been proposed and implemented. Specialized agencies, organizations and units of the two capitals have been actively negotiating and signing thematic cooperation documents in many fields to serve as a framework for cooperation activities in the next period.
In order for two capitals to further strengthen cooperation, Dung called for the two sides continue to strengthen exchanges at all levels; maintain a regular information exchange mechanism between agencies; research and implement specific cooperation projects, suitable to the actual needs and capacity of each locality, especially in the fields of cooperation that have had precedents and positive results, such as agriculture, employment, education, and the quality human resource development; encourage agencies to research and propose new forms of cooperation, solutions to promote investment and trade cooperation, bringing long-term economic benefits to businesses of the two sides; promote propaganda, education, and raise awareness of people from all strata, especially the young generation, about the meaning and importance of cooperation relations between Vietnam - Laos, Laos – Vietnam; evaluate the implementation of the contents of the Memorandum of cooperation between the two capitals for the period of 2022-2025, to promptly remove difficulties and obstacles, if any.
At the meeting, the delegates spent time discussing many issues of mutual concern. Secretary of the Vientiane Party Committee Anouphap Tounalom expressed high concensus with the issues raised by his Hanoi counterpart about the programs and work plans, especially in the process of leadership and direction of the two sides.
Secretary of the City Party Committee Dinh Tien Dung expressed his expectation that the success of the talks will be a step to create momentum in the bilateral relations during the 2022 Vietnam - Laos and Laos - Vietnam Year of Solidarity and Friendship.
Dung also said that, given the role of Hanoi and Vientiane, both sides need to continue to take the lead in local cooperation activities, and strive together to make cooperation achievements more and more commensurate with the stature of the special relationship between Vietnam - Laos, Laos - Vietnam, as well as the expectations of the leaders and people of the two countries.
Expressing agreement with Dung's sharing, Tounalom reiterated that Vientiane side will do its best, together with Vietnamese counterparts in general and Hanoi capital in particular, to contribute to preserving the traditional and special friendship between the two countries.
