Vietnam Gov’t evaluates progress in digital transformation (18:22 09/08/2022)


HNP - On August 9, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired a national online conference to review the progress of the project on development and application of population data, electronic identification and authentication in support of national digital transformation for the 2022-2025 period, with a vision to 2030, or Project 06.  



According to the Government’s report, in the first 6 months of the year, Project 06 was deployed from central to grassroots levels and obtained initial positive results. Up to now, it has basically been completed, offering 21 out of 25 essential services in the electronic environment. The implementation of online public services at level 3 and level 4 has brought many conveniences to people and businesses.

As of July 31, 2022, the National Population Database has officially been connected to several databases of 11 ministries and branches; four state-owned enterprises and 14 localities. The Ministry of Public Security has announced that the Electronic Identification and Authentication system has officially come into operation, making Vietnam officially one of the countries with national electronic identification (as of July 31, 2022, the system has received more than 6 million applications for issuance of electronic identification).

To date, more than 67 million ID cards have been issued to citizens. The applications of the electronic chip ID card in various services has achieved positive initial results such as the use of an ID card integrated with social insurance information to for medical checkup and treatment at medical facilities (53.1% of medical facilities); piloted identity verification via ID cards at transaction counters of 5 banks; the use on trial basis of ID cards instead of ATM cards for cash withdrawal in Hanoi and Quang Ninh Province.

At the conference, Chairman of the Hanoi People's Committee Tran Sy Thanh said the initial results have attested to the right direction of Project 06, contributing to creating a breakthrough in digital transformation.

Thanh added that after 6 months of implementation, the electronic One-stop shop system and the City's online public service portal have successfully connected and shared data with the National Database on the population; synchronized with the National Public Service Portal under the guidance of the Government Office, ensuring information security and data privacy. The city has completed the implementation of 21 out of 25 essential public services under Project 06 (reaching 84%).

The city has also received and processed more than 2.6 million applications for ID cards issuance; the authorities have received more than 6 million data, and issued 35,630 chip-based ID cards for students (born in 2004 and 2007).

In particular, following the direction of the Ministry of Public Security, the City Police is implementing a 30-day and night program of collecting applications for the issuance of chip-based identification cards (from July 25, 2022 to December 25). August 2022), ensuring that all eligible citizens receive a chip-based identification card.

The city now has 4.4 million people with health insurance cards whose data have been synced with ID cards, which can be used for medical examination and treatment; 447 medical examination and treatment facilities covered by health insurance have applied chip-based ID cards for medical examination and treatment; 26,210 citizens used chip-based ID cards in medical examination and treatment at health facilities.
