Opening the session, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan said that, the Politburo has nominated the Deputy Secretary of the City Party Committee as Chairman of the municipal People's Committee, for the term 2021-2026.
Tuan called for deputies of the People’s Council to wisely choose the right person to lead the city and help it realize its socio-economic goals.
The result showed 100% of the deputies present elected Tran Sy Thanh, Member of the Party Central Committee, Deputy Secretary of the Hanoi Party Committee, term 2020 - 2025, to hold the position of Chairman of the City People's Committee for term 2021 - 2026.
The new Chairman of the Hanoi People's Committee Tran Sy Thanh expressed his pride and thanked the City People's Council for trusting and electing him as the Chairman of the Hanoi People's Committee.
"I am honored to be elected as Chairman of the Hanoi People's Committee but also feel a sense of great responsibility,"Thanh emphasized.
Thanh said that Resolution No. 15-NQ/TW of the Politburo on objectives for Hanoi’s development until 2030, with a vision to 2045 affirmed the capital’s role as the national political-administrative center, a major center of culture, science, education, economy and international financial hub; a driving force for the development of the Red River Delta and the whole country.
Thanh said he is committed to working together with the Vice Chairmen and other members of the Hanoi People's Committee to implement the Resolution of the 13th Party Congress, the Resolution of the 17th Hanoi Party Congress, 10 working programs of the Hanoi Party Committee for the 2020-2025 term, and the Resolutions of the municipal People's Council," Thanh added.
Thanh said his prority for the city would be to create breakthroughs in three areas: Prioritizing modernization, rapid and synchronous development of socio-economic infrastructure system, perfecting mechanisms and policies and stepping up decentralization and delegation of powers; strengthening the organization of law enforcement, improving the efficiency of social administration and urban management; developing human resources, especially high-quality human resources, human resources for social management, economic administration, and human resources for culture and tourism.
In addition, Thanh said he will preserve and promote the achievements and results attained by the city over the periods; continue to innovate, be creative and flexible in direction and administration, create a stronger and more comprehensive transformation in the term 2021-2026; step by step implement the goal for Hanoi to become the center and driving force for the development of the Red River Delta, the northern key economic region and the whole country;
Hanoi would become a global city with comprehensive, economic, cultural and social development, on par with capitals of developed countries in the region and in the world.
Thanh also said that in order to achieve such goals, the entire political system is required to accelerate administrative reform, strengthen decentralization and authorization, create a strong shift in discipline and sense of responsibility among public servants.
The important goal is that “Each citizen and business can feel and enjoy the benefits from the reform of the city government's operating activities - the measure of state performance is the satisfaction of the people and businesses”.
