Hanoi to enhance crime prevention from the grassroots level (21:30 26/11/2020)

HNP - The Hanoi Party Committee held a conference on November 24 to take stock of the implementation of the Politburo’s Directive No. 48-CT/TW, and the Party Central Committee Secretariat’s Directive No. 47-CT/TW, under the chair of its Permanent Deputy Secretary Nguyen Thi Tuyen.

In attendance were Pham Gia Tuc, Vice Head of the Party Central Committee (PCC)’s Commission for Internal Affairs, Major General Nguyen Duy Ngoc, Deputy Minister of Public Security; Nguyen Ngoc Tuan, Deputy Secretary of the Hanoi Party Committee and Standing Vice Chairman of the municipal People’s Council; Nguyen Quang Duc, Head of the municipal Party Committee’s Commission for Internal Affairs; Nguyen Hai Trung, Director of the Department of Public Security; Nguyen Trong Dong, Director of the Department of Natural Resources and Environment, and leaders of agencies and districts. 
More effort to curb crimes
Giving a report on the outcomes of the ten-year implementation of Directive No. 48-CT/TW dated October 22, 2010 of the Politburo’s (tenure X) on strengthening the Party's leadership over prevention of and fight against crimes in new situation, Nguyen Quang Duc, Head of the municipal Party Committee’s Internal Affairs Commission, said that the local authorities have released Action Program  No. 11-CTr/Tu and Plan No. 05-KH/TU, Plan No. 59-KH/UBND so as to realize the directive. 
At the same time, Party organizations at all levels have strengthened communication work to raise public awareness about the fight against crimes, he added. 
According to him, over the past years, Hanoi has paid attention to improving the efficiency of the movement of all people protecting National security, and building "the people's security battle order".
Along with the establishment of 137 volunteer teams of crime fighters, the city has focused on six solution groups to improve the qualification of police forces in all 383 communes across the city. Over the past ten years, the local people have participated in the effort. 
As a result, as many 42,937 offenses related to social order (80.8% of the plan) with 86,195 offenders were investigated and uncovered, from November 15, 2010 to June 14, 2020. 
The city’s task force investigated 22,971 cases of corruption and economic offenses, with 24,437 objects, and 31,606 drug trafficking cases involving 40,738 defendants.
Nguyen Quang Duc affirmed that the performance of directive has contributed to effectively preventing and fighting crimes and social evils, and defeating conspiracy and sabotage activities of hostile and reactionary forces; maintaining political security and social safety; and facilitating socio-economic development and international integration.
Focusing on fire prevention and fighting from the grassroots level
Regarding the five-year implementation of Directive No. 47-CT/TW of the Party Central Committee Secretariat on enhancing the Party’s leadership over fire prevention and fighting work, Nguyen Hai Trung, Director of the Department of Public Security, informed that the municipal Party Committee issued guiding documents, and increased communication activities to raise public awareness about fire prevention and fighting and rescue. 
The movement of mass participation in fire prevention and fighting has been strengthened   widely. As a result, a total of 3,628 civil defense teams, grassroots fire prevention and fighting forces and professional firefighting teams have been established.
The task force inspected fire safety in 7,759 apartments and high-rise buildings, and fined 277 violation cases worth over VND2.9 billion. 
Speaking at the conference, Major General Nguyen Duy Ngoc, Deputy Minister of Public Security, highly spoke of the achievements attained by Hanoi administration in carrying out Directive No. 48-CT/TW and Directive No. 47-CT/TW.
He suggested that Hanoi should continue regarding the implementation of the two directives as its major mission in the time to come, while mobilizing the participation of the entire political system and the locals in the fight against crimes, as well as fire prevention and fighting and rescue work. 
He urged Hanoi to drastically combat crimes related to usury, high-tech, and drug trafficking.
He also underlined the necessity for the city to actively take measures to ensure political security, social order and safety in any situation.
Making conclusion at the conference, Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen said that Hanoi has worked hard to effectively realize the two directives and achieved the results.
She asked all-level Party Committee, authorities and units to follow instructions of Deputy Minister Nguyen Duy Ngoc, and set up action programs to implement Resolutions adopted at the city’s 17th Party Congress, especially Program No.09 on “Strengthening national security and defense, maintaining political security, social order and safety in the city in the period of 2021-2026”.
Party Committees and authorities at all levels should continue to be active in raising awareness and responsibility in executing the two directives, Tuyen emphasized. 
Permanent Deputy Secretary of Hanoi Party Committee Nguyen Thi Tuyen makes conclusion at the conference.
The Party official requested task forces to put various measures in place to ensure safety for the 13th National Party Congress, and the upcoming Lunar New Year 2021.
On the occasion, the municipal Party Committee presented certificates of merits to collectives and individuals in recognition of their contribution to the implementation of Directive 48-CT/TW and Directive 47-CT/TW.
