At the meeting, Secretary of Hanoi Party Committee Vuong Dinh Hue and other leaders of the city discussed the implementation of investment plan in 2020; the upcoming plans for 2021 and the 2021 - 2025 period; discuss in details projects to be included in the list of projects for mid-term investment plan; the implementation of the National Assembly’s Resolution NO.115/2020/QH14 dated June 19, 2020 on the pilot implementation of special finance - budget mechanism for Hanoi.
Specifically, the city’s capital demand for the mid-term investment plan 2021 - 2025 is around VND480 trillion, in which the city would self-finance around VND180 trillion.
During this period, Hanoi would also allocate VND18 trillion from revenue generated during the process of privatization and restructuring of state firms; VND8 trillion from salary restructuring process for capital expenditure, in which VND5 trillion is sourced from Hanoi’s budget and VND3 trillion from budgets of districts and communes.
Additionally, members in the Standing Committee of the Hanoi Party Committee also discussed priority fields for investment in the 2021 - 2025 period, including environmental protection, providing clean water for poor areas; building cultural houses at communes, among others.
Chairman of Hanoi People’s Committee Chu Ngoc Anh said after the meeting, departments and units would continue to review priority projects in the list, while ensuring efficiency in state management.
Secretary of Hanoi Party Committee Vuong Dinh Hue said the city’s finance - budget plan for the next three or five years must be closely related to the mid-term investment plan, targeting to develop Hanoi’s social welfare system.
Hue requested local authorities to continue ensuring efficiency in state spending and give priority for capital expenditure.
