Hanoi’s efforts in streamlining apparatus show results (21:55 13/10/2020)

HNP - Director of Hanoi’s Department of Internal Affairs Vu Thu Ha discussed the experience in streamlining the city’s apparatus at Hanoi’s Party Congress on October 12.   

Ha said the apparatus in Hanoi is currently the largest nationwide with 54 administrative units, 2,787 local agencies, 584 wards/communes/villages and 153,875 public servants. 
After two and a half years implementing the resolution No.18, 19-NQ/TW and five years implementing resolution No.39-NQ/TW on streamlining the city’s apparatus, Hanoi has addressed the issue of overlapping functions between agencies and ensure greater efficiency in operation. 
To date, Hanoi is one of the first locality in Vietnam that has successfully reorganized the apparatus under resolution No.18/NQ-TW, 19-NQ/TW, which have received positive public response. 
Ha referred to efficient solutions that Hanoi has adopted during the process, including the merging of centers of culture, sports and broadcasting unit at district level; merging health clinic and birth control center at district level; merging the Committee for land compensation and the Center of land development at district level, which are now under the administration of People’s Committees at district, ward and commune level. 
Under resolution No.18-NQ-TW and 19-NQ/TW, by 2021, the number of local agencies and public servants would be trimmed off by at least 10% compared to  2015. To date, Hanoi has exceeded the trimming off of units under departments (-29%), public agencies (-10.4%), civil block (-34%), as well as down 10% in public servants. 
This has in turn helped save wage expenditure for state budget for 18,403 public servants, while the streamlined apparatus has now enhanced its efficiency in the decision-making process for the benefit of the people and business community. 
In addition to streamlining apparatus, Hanoi has also focused on the administrative reform process, which puts the people and enterprises at the core of its services, especially in providing public services online. 
Hanoi targets to continue downsizing the payroll  by an addition of 10% in the 2021 - 2025 period.
