Hanoi’s Party Standing Board works with Party Committee of Ministry of Planning and Investment (21:19 25/09/2020)
The session focused on the outcomes of cooperation between the municipal People’s Committee and the MPI; the eight-month implementation of the city’s socio-economic development and major tasks for the remaining months of the years; and cooperative contents for 2020 and the following years.
The event was co-chaired by Politburo member, Secretary of the municipal Party Committee Vuong Dinh Hue; member of the Party Central Committee (PCC), Secretary of the MPI’s Party Committee and MPI Minister Nguyen Chi Dung; PCC member, Deputy Secretary of the municipal Party Committee Chu Ngoc Anh; and Deputy Secretary of the municipal Party Committee Dao Duc Toan.
In his opening speech, Secretary Vuong Dinh Hue said, Hanoi has fulfilled and surpassed all 16 targets stated in Resolutions of the 16th congress of the municipal Party Committee.
He attributed the achievements to the effort by the entire Party organization, authorities and people of Hanoi, along with the support from the PCC, the Political Bureau, the PCC’s Secretariat, the Government, the National Assembly, ministries and ministerial-level sectors, including the MPI.
Hanoi is facing a range of challenges in achieving economic growth of 1.3 times higher than the national average, Hue noted, hoping that the MPI would continue to support the city in removing difficulties in 2020 and prepare a detailed plan for the next period.
Giving a report at the session, Vice Chairman of the municipal People’s Committee Nguyen Doan Toan said, for the tenure of 2016-2020, Hanoi has always received the coordination from the MPI in implementing the PCC’s guidelines and policies, especially in elaborating the city’s socio-economic development plan.
He said, under the guidance of the MPI, the city has kept an eye on improving its business environment and Provincial Competitiveness Index (PCI). As a result, Hanoi was ranked ninth among 63 localities in the latest PCI rankings (for 2019).

According to the report, between 2016 and 2019, as many as 99,503 new businesses were established, with the total registered capital of VND1.225 quadrillion. In August alone, the number of enterprises created was 17,791 with the registered capital of VND241.7 trillion.
Regarding the disbursement of public investment capital, the Vice Chairman informed as of September 15, the city disbursed over VND75.7 trillion and the figure is expected to be more than VND90.3 trillion or 89.5% of total allocated capital by the end of 2020.
At the conference themed “Hanoi 2020 - Investment and Development Cooperation”, the municipal authorities granted investment certificates to 229 projects worth VND405,.57 trillion (US$17.63 billion). At the same time, the city's leaders and investors signed 38 memorandums of understanding with a total investment of US$28.6 billion.
For the 2016-2020 period, Hanoi led the nation in terms of foreign direct investment (FDI) attraction, luring US$25.5 billion.
At the session, the Hanoi leader proposed many cooperation contents with the Ministry of Planning and Investment in fields of planning, regional link and development, startups, among others.
