At the conference, the majority of delegates expressed their support for the draft decree, while proposing recommendations for greater efficiency in implementing the Resolution.
Secretary of Hoan Kiem District Party Committee and Chairman of Hoan Kiem District People’s Council Duong Duc Tuan said there should be clearer working mechanism of the political system at ward-level.
Chairman of Tay Ho district People’s Council Nguyen Van Thang said detail instruction is needed regarding state budget expenditure at ward-level People’s Committee, while Chairman of Son Tay village People’s Committee Nguyen Huy Khanh said public servants at ward-level People’s Committee is under the administration of district-level People’s Committee, causing difficulties in transferring staffs between districts and wards.
Secretary of Kim Giang ward Party Committee and Chairwoman of Kim Giang ward People’s Committee Tran Thi Nga added the regulation that the ward-level People’s Committee is not allowed to delegate parts of its function to civil’s blocks would cause difficulties in management process.
At the meeting, Vice Minister of Internal Affairs Tran Anh Tuan highly regarded recommendations from delegates at the meeting.
Tuan noted the draft decree should ensure the leadership role of Party Committee, while preventing overlapping in functions between agencies.
The Vice Minister also expected Hanoi to review existing legislation to ensure the efficient implementation of Resolution No.97/219/QH14 of the National Assembly.
