The event saw the attendance of member of Deputy Secretary of Hanoi Party Committee Dao Duc Toan; and members of the municipal Party Committee’s Standing Board: head of the municipal Party Committee’s Mass Mobilization Commission Nguyen Thi Tuyen, Standing Vice Chairman of the municipal People’s Council Nguyen Ngoc Tuan, Standing Vice Chairman of the municipal People’s Committee Nguyen Van Suu; and Vice Chairman of the municipal People’s Committee Nguyen Quoc Hung.
The annual economic growth rate averaged at 6.65%
According to the district’s political report, during the 2015-2020 period, the district’s economy continued its positive growth, with the average annual growth rate of 6.65%. Economic structure has shifted towards a positive direction (industry - construction accounting for 55.93%, trade - services for 29.01% and agriculture for 15.6%).
Socio-economic targets have been fulfilled or surpassed. To date, all communes in the district have meet criteria for new style rural areas.
Furthermore, the local authorities have attached great importance to socio-cultural sector, creating a platform for socio-economic development. Therefore, people’s living standards have been improved; administrative reform has been enhanced; political security and social order has been maintained. Per capita income in 2020 was estimated at VND52 million (over US$2,230), two fold higher than that of 2015. The rate of poor households remains at 0.77%.
Concerning the Party building, all-level Party Committees have timely settled issues of concern while focusing on completing merging communes and villages in accordance with the Government’s Decree No. 34-ND/CP.
In a bid to further developing Phu Xuyen, key targets were set up key for the new tenure. For example, the average economic growth rate for the period 2020-2025 will reach 6.65 - 7.5%; per capital income will stand at VND72 million; more than 50% of total communes will meet advanced criteria; all communes and towns will meet national health standards; 100% of households will have access to safe water, among others.
Due attention to be paid to urban management and construction order, land and environmental production

Addressing the congress, Deputy Secretary of the municipal Party Committee Dao Duc Toan praised Party organization, authorities and people of Phu Xuyen for their achievements for the 2015-2020 tenure.
He asked the congress to thoroughly discuss and seek solutions to handle shortcomings and weaknesses.
Agreeing with five key missions, two breakthroughs, 14 key targets and seven solution groups stated in the political report, the Party official urged the local authorities to update the development of the COVID-19 pandemic and realize the dual goal of fighting the disease and boosting socio-economic development.
Phuc Xuyen needs to make more effort to build the Party organization in strong and transparent manner in association with implementing Resolutions of the Party Central Committee’s 4th plenum (11th and 12th tenure) on the Party building and rectification, Party officials and members’ responsibilities to set good examples, Toan emphasized.
The Deputy Secretary asked for due attention to developing Phu Xuyen into one of five southern satellite towns of Hanoi by 2030.
Besides, the district should keep an eye to economic and labor force restructuring, infrastructure development, planning activities, urban management, construction order, land management and environmental protection, he noted.
Toan also requested Phu Xuyen to strengthen socio-economic development, build healthy cultural environment, innovate and improve the quality of education, perfect grassroots health network, promote poverty reduction, and take care of policy beneficiaries, among others.
Under the spirit of solidarity, democracy, discipline and responsibility, the delegates elected 41 members to the Executive Board of the district Party Committee, for the tenure of 2020-2025.
