The event was co-chaired by Politburo member, Secretary of the Government's Party Civil Affairs Committee, Prime Minister Nguyen Xuan Phuc; and Politburo member, Secretary of the municipal Party Committee Vuong Dinh Hue.
The event saw the attendance of Permanent Deputy PM Truong Hoa Binh, Deputy PM and Minister of Foreign Affairs Pham Binh Minh, Deputy PM Vu Duc Dam; Minister of Public Security To Lam, and Minister and Head of the Government Office Mai Tien Dung, among others.
Hanoi’s leaders attending the meeting were Ngo Thi Thanh Hang, member of the Party Central Committee (PCC), Permanent Deputy Secretary of the municipal Party Committee; Nguyen Duc Chung, PCC member, Deputy Secretary of the municipal Party Committee, Chairman of the municipal People’s Committee; Nguye Thi Bich Ngoc, Deputy Secretary of the municipal Party Committee, Chairwoman of the municipal People’s Council; Dao Duc Toan, Deputy Secretary of the municipal Party Committee.
In his opening speech, Secretary of the municipal Party Committee Vuong Dinh Hue thanked the Party Central Committee, the Government, the National Assembly, ministries and ministerial-level agencies for their support for the city of Hanoi.
“The meeting will help the city successfully implement the dual goal of fighting the COVID-19 pandemic and promoting socio-economic development, as well as prepare for the municipal Party Committee’s 17th congress towards the 13th National Party Congress”, the city leader emphasized.
According to him, 41 out of 50 district-level Party organizations have so far held their congresses, and the rest are expected to complete holding congresses before August 18.
Regarding the draft political report of the municipal Party Committee’s 17th congress for the 2020-2025 tenure, the Hanoi Party chief expected to receive constructive ideas from members of the Government’s Party Civil Affair Committee, helping the city finalize the political report before submitting it to the Politburo on September 19.
At the meeting, the Government’s leaders highly spoke of Hanoi’s methodology of drafting its Party Congress’s documents.

Giving feedback on major contents, PM Phuc suggested that Hanoi should highlight the Party building, with the focus on apparatus organization, personnel work, Party officials’ and members’ responsibility for setting example.
Hanoi needs to set higher target of GRDP per capita and strives to become an upper income locality, sooner than the timeline of 2025, he noted.
The PM urged the city to fully tap into advantages of traditional craft villages, and bring into full play intellectuals’ contributions to the Capital’s development.
Agreeing with major missions and breakthroughs stated in the report, Phuc recommended that Hanoi should map out appropriate mechanisms and policies for attraction and efficient utilization of all resources.
The municipal authorities must better manage land resources, which would help Hanoi finance key priority infrastructure projects, he said.
The Government leader asked for due attention to cultural development, ensuring social welfare, building the Party organization in strong and transparent manner, and maintaining political security in any situation.
He also said that the Government, ministries and ministerial-level agencies would continue to support the city government.
More effort will be made to finalize special mechanisms for Hanoi, which help the capital city attract more resources for further development, Phuc stressed.
