The event saw the attendance of Deputy Secretary of Hanoi Party Committee and Chairwoman of the municipal People’s Council Nguyen Thi Bich Ngoc; and members of the municipal Party Committee’s Standing Board: Standing Vice Chairman of the municipal People’s Council Nguyen Ngoc Tuan, Chairwoman of the Vietnam Fatherland Front’s municipal committee Nguyen Lan Huong, Head of the municipal Party Committee’s Organization Commission Vu Duc Bao, Head of the municipal Party Committee’s Mass Mobilization Commission Nguyen Thi Tuyen, Head of the municipal Party Committee’s Education and Communications Nguyen Van Phong, Chief of the Capital High Command, Major General Nguyen Quoc Duyet.
Socio-economic targets surpassed
In his opening speech, Secretary of the district Party Committee Nguyen Phi Thuong said that the 24th Party congress aims to evaluate the outcomes of realizing resolutions of the previous congress for the 2015 – 2020 period; make decision on targets, orientation and missions for the tenure of 2020 – 2025 and following years.
At the congress, delegates would discuss and give opinions on draft documents of the 13th National Party Congress, and the draft political report of the municipal Party Committee’s 17th congress, Thuong said, adding the congress would elect members to the district Party Committee’s Executive Board for the 2020-2025 tenure.
According to the political report presented by the Permanent Deputy Secretary of the district Party Committee Pham Anh Tuan, over the past five years, the locality has successfully realized resolutions of the previous congress. 15 out of 16 targets have been fulfilled or surpassed. The district’s economy continued its positive growth, with the total value of VND12.399 trillion. Per capita income in 2020 is expected to increase 2.1 fold over 2015.
Especially, 22 out of 25 communes have so far met all criteria set for new style rural areas, and the rest are striving to complete the work by the end of 2020.
Over the past term, the local Party Committee has attached great importance to socio-cultural development. 84.4% of total schools have met national standards.
For the upcoming tenure, Ung Hoa set up several key missions, including fully tapping into local advantages for economic development; develop infrastructure in harmonious and modern manner; focusing on development of industry, trade and services; enhancing the application of advanced technologies in agriculture, among others.
Focusing on building Ung Hoa into a civilized and prosperous district
Addressing the event, Chairwoman of the municipal People’s Council Nguyen Thi Bich Ngoc congratulated the Party organization, authorities and people of Ung Hoa on their remarkable achievements across all spheres.

Agreeing with five key missions, three breakthroughs and 11 solution groups stated in the political report, Ngoc urged the congress to pay more attention to several additional tasks for the tenure of 2020-2025.
They include disseminating goals set in resolutions of the municipal Party Committee’s 17th congress to integrate them into the district’s action programs; realizing the dual goal of fighting COVID-19 and boosting socio-economic development under the Government’s instruction; taking care of socio-cultural development, with the focus on education, development of human resources, preservation and promotion of cultural values; and dealing with residents’ legitimate complaints; among others.
The Chairwoman expressed her belief that the district’s Party organization, authorities and people would try their best to build Ung Hoa into a more modern and prosperous locality.
