The event saw the attendance of former Politburo member, former Secretary of Hanoi Party Committee Pham Quang Nghi; Deputy Secretary of the municipal Party Committee Dao Duc Toan; and members of the municipal Party Committee’s Standing Board: Chairwoman of the Vietnam Fatherland Front’s municipal Committee Nguyen Lan Huong, Head of the municipal Party Committee’s Inspection Commission Hoang Trong Quyet, Head of the municipal Party Committee’s Mass Mobilization Commission Nguyen Thi Tuyen, Standing Vice Chairman of the municipal People’s Committee Nguyen Van Suu, Vice Chairman of the municipal People’s Committee Nguyen Quoc Hung; and Vice Chairwoman of the municipal People’s Council Phung Thi Hong Ha.
Socio-economic target fulfilled or surpassed
According to a political report presented by Permanent Deputy Secretary of the district Party Committee Dinh Thi Lan Duyen, over the past five years, the Party organization, authorities and people of Hai Ba Trung have exerted every effort to successfully implement resolutions of the previous Party congress. All socio-economic targets have been fulfilled or surpassed. The district has taken the lead in tax collection for state budget since 2018.
Furthermore, the local authorities have focused on socio-cultural development. Particularly, people’s spiritual life has been improved remarkably; cultural institutions have been perfected; educational indicators have been completed. Especially, the district has had no households living under the poverty line since September, 2019.
Due attention has been paid to the Party building. Over the past tenure, as many as 1,424 people have joined the Party.
Striving to build a strong and transparent Party organization
Addressing the congress, Deputy Secretary of the municipal Party Committee Dao Duc Toan praised the district’s Party organization, administration and people for their achievements over the past time.

To fulfill all set targets for the upcoming tenure, Toan urged the district to tap into its potential and advantages for sustainable development.
Hai Ba Trung aims to become a civilized and modern district, taking the lead in making contribution to building a prosperous capital city, the official suggested.
In addition to taking measures to attract more investments and mobilize resources for urban infrastructure development, Toan asked Hai Ba Trung to renovate old apartment buildings, deal with inundation-prone spots, accelerate site clearance, and speed up implementation of key projects, among others.
He underlined the necessity to preserve cultural and historical relic sites, improve people’s living standards and build a healthy social environment.
Toan requested the district Party Committee to stay united to build a strong and transparent Party organization, and further realize resolutions of the Party Central Committee’s 4th plenum (11th and 12th tenure).
The district should uphold the responsibility to set the example of cadres, civil servants and Party members, aiming to improve leadership and competitiveness of the Party, he noted.
The Deputy Secretary underscored the importance to implement grassroots democracy regulations, creating the consensus among the people in the development of the district and the city.
