The event was co-chaired by Politburo member, Chairwoman of the National Assembly (NA), Secretary of the Party Delegation to the NA Nguyen Thi Kim Ngan; and Politburo member, Secretary of the Hanoi Party Committee Vuong Dinh Hue.
In attendance were Politburo member, Standing Vice Chairwoman of the NA Tong Thi Phong; members of the Party Central Committee (PCC), Chairmen of the NA Uong Chu Luu and Phung Quoc Hien; members of the Party Delegation to the NA and leaders of the NA’s commissions.
Hanoi leaders attending the event were Ngo Thi Thanh Hang, PCC member, Permanent Deputy Secretary of the municipal Party Committee; Nguyen Duc Chung, PCC member, Deputy Secretary of the municipal Party Committee and Chairman of the municipal People’s Committee; Nguyen Thi Bich Ngoc, Deputy Secretary of the municipal Party Committee and Chairwoman of the municipal People’s Council.
In his opening speech, Secretary of the municipal Party Committee Vuong Dinh Hue thanked the Party Delegation of the NA for its attention to the city of Hanoi.
Hanoi always receives the great support from the NA during its development process, he underlined.
Particularly, the NA passed a resolution on expansion of Hanoi’s administrative boundary, the Capital Law, a resolution on pilot urban administration model in Ha Noi, and a resolution on specific financial-budgetary mechanisms for Hanoi.
According to Hue, in realizing the Politburo’s Directive 35, the municipal Party committee issued Plan 155 on the organization of Party assemblies at all levels. All grassroots Party cells have so far held their Party congresses together with 34 out of 50 district-level Party organizations and the rest are expected to complete holding congresses before August 15.
Regarding the draft political report of the municipal Party Committee’s 17th congress for the 2020-2025 tenure, the Hanoi Party chief expected to receive constructive ideas from members of the Party Delegation of the NA, helping the city perfect its political report.
Speaking at the meeting, NA Chairwoman Nguyen Thi Kim Ngan highly spoke of Hanoi’s methodology of drafting its Party Congress’s documents.
Giving feedback on concrete contents, Ngan requested the city to highlight its effort to overcome difficulties and challenges and fulfill all set targets and missions in the context of the COVID-19 pandemic.

The top legislator stressed the need for further assessments of the outcomes of the implementation of the Party and State’s mechanisms and policies dedicated to Hanoi.
Hanoi should clarify the Party organization’s leadership and direction in economic reform, restructuring of State-owned enterprises and disbursement of public investment, Ngan suggested, requesting for more effort to better evaluate the outcomes of land management, construction order and environmental protection as well as offer measures to remove weaknesses.
Concerning key missions in the upcoming tenure, the NA leader asked Hanoi to soon complete the building of new style rural areas, with the focus on dealing with concerned issues in the countryside.
Due attention should be paid to realizing the Capital Law in association with rolling out the urban administration scheme and a resolution on specific financial-budgetary mechanisms, aiming to develop the capital city into the one deserving the trust of the Party, State and people, she suggested.
Ngan underscored the importance for Hanoi to take its advantages and potentials for sustainable development, mobilize available resources to develop satellite cities and remove difficulties to attract more investment into the area.
She also asked for strong measures to enhance administrative reform, create favorable conditions for business and investment, and settle environmental pollution.
At the conference, Vice Chairpersons of the NA, including Tong Thi Phong, Phung Quoc Hien and Uong Chu Luu, also gave comments on the draft political report of the Hanoi Party Committee’s 17th congress.
