The event saw the attendance of Deputy Secretary of Hanoi Party Committee Dao Duc Toan, and members of the municipal Party Committee’s Standing Board: Head of the municipal Party Committee’s Commission for Education and Communications Nguyen Van Phong, Chief of the Capital High Command Nguyen Quoc Duyet, and Vice Chairman of the municipal People’s Committee Nguyen The Hung.
According to the political report presented by Permanent Deputy Secretary of the district Party Committee Pham Quang Thanh at the congress, over the past five years, the Party Committee, authorities and people of Soc Son have exerted every effort to fulfill or surpass 17 out of 18 targets set in resolutions of the previous congress.
During the five-year period, the district’s economy has continued its positive growth, attaining an annual increase of 9.64%. The economic structure has made a positive shift (industrial sector accounts for 52.96%, services for 38.33% and agriculture is 8.71%). Tax revenue collection has continuously exceeded the plan.
Soc Son has drawn the participation of the entire political system as well as mobilized all resources to complete the National Target Program on building new style rural areas in 2020.
Due attention has also paid to socio-cultural development. The local authorities have taken measures to deal with social issues, maintain economic growth and improve people’s cultural and spiritual life, while fully implementing preferential policies for beneficiaries. As a result, the rate of poor households is estimated to reduce to 0.7% in 2020.
Local government has kept an eye on the Party building and building the political system. A total of 1,854 people joined the Party and 28 Party organizations were established in non-state enterprises from 2015 to 2020.
Promoting the achievements, for the 2020-2025 tenure, the district Party Committee will continue renewing its leadership and direction, with the focus on building a strong and transparent Party organization, enhancing economic restructuring, and investing in infrastructure development, among others.
In a bid to fulfill the goals, Soc Son worked out five key mission groups and two breakthroughs for the upcoming tenure. They including mobilizing all available resources and attracting more investment to build social and technical infrastructure in harmonious and modern manner, enhancing administrative reform, tightening discipline and improving the qualification of cadres and civil servants.

Addressing the event, Deputy Secretary of Hanoi Party Committee Dao Duc Toan praised the Party organization, authorities and people of Soc Son for their achievement over the past tenure.
He agreed with the shortcomings and weaknesses pointed out in the congress’ political report, urged the delegates to have more discussion and seek solutions for them.
Hailing five missions and two breakthroughs for the 2020-2025 tenure, Toan asked the district to tap into its advantages and put in place effective measures to ensure its fast and sustainable growth.
It is necessary to tighten the management of planning activities, preserve and promote cultural values and architectural works, and increase investments in infrastructure development, the official suggested.
Toan also requested the local authorities to attach importance to comprehensively developing socio-cultural sector development, building civilized and elegant Hanoians, consolidating the health network at grassroots level, boosting poverty reduction, carrying out social welfare policies, and developing human resources to meet the demand of comprehensive and sustainable development requirements.
The congress elected a 41-member Standing Board of the district Party Committee for the tenure of 2020-2025.
