The event saw the attendance of member of the Party Central Committee, Permanent Deputy Secretary of Hanoi Party Committee Ngo Thi Thanh Hang; members of the municipal Party Committee’s Standing Board: Chairwoman of the Vietnam Fatherland Front (VFF)’s municipal chapter Nguyen Lan Huong, Head of the municipal Party Committee’s Inspection Commission Hoang Trong Quyet, Head of the municipal Party Committee’s Organization Commission Vu Duc Bao, Head of the municipal Party Committee’s Education and Communications Commission Nguyen Van Phong, Head of the municipal Party Committee’s Mass Mobilization Commission Nguyen Thi Tuyen, Standing Vice Chairman of the municipal People’s Council Nguyen Ngoc Tuan.
Other leaders of the city’s departments and sectors, 268 official delegates representing of 15,800 Party members were also in attendance.
Improving people’s living standards
According to the political report presented by Permanent Deputy Secretary of the district Party Committee Phung Tan Nhi at the congress, over the past tenure, the Party Committee, authorities and people of Ba Vi have exerted every effort to fulfill all targets set in resolutions of the previous congress.
From 2015 to 2020, the district’s economy continued its positive growth, with the annual growth rate of 9.8%. The economic structure made a positive shift. So far, services sector has accounted for 56.5%. Total tax revenue collection stood at VND1.359 trillion.
Despite many difficulties, Ba Vi has effectively implemented Program 02-CTr/TU of the municipal Party Committee. To date, 23 out of 30 communes have met all criteria set for new style rural areas.
Due attention has been paid to developing agriculture towards large-scale commodity production, expanding traffic infrastructure, accelerating site clearance.
In addition to economic development, Ba Vi has attached importance to socio-cultural development, preserving and promoting cultural values of ethnic minority groups. As a result, per capita income reached VND53 million (US$2,264); 85% of the population have access to safe water; the rate of poor households has been reduced from 12% to 0.96%.
Notably, the district Party Committee has boosted the realization of Resolutions of the Party Central Committee’s 4th plenum (tenure 11&12) in association with the Politburo’s Directive 05.
Taking advantages to develop agriculture and tourism
Addressing the event, Permanent Deputy Secretary of the municipal Party Committee Ngo Thi Thanh Hang congratulated the Party organization, administration and people of Ba Vi district on their achievements over the past five years.
She pointed out shortcomings and weaknesses, and urged the congress to discuss and seek solutions for them in the upcoming term.

Agreeing with 16 target groups, 5 major missions and 12 solution groups, and 3 breakthroughs stated in the congress’ political report, the Permanent Deputy Secretary urged the district to focus on the Party building and rectification and building a strong and pure political system.
She underscored the importance to effectively carry out Resolutions of the Party Central Committee’s 4th plenum (11th and 12th tenure) in association with the Politburo’s Directive 05, and raise the responsibility for setting examples of Party officials and members.
Regarding economic development, Hang noted that Ba Vi should attract more investment and tap into its advantages and potential for agricultural and tourism development.
The district needs to regard the building of new style rural areas as a key missions and strives to become a new style rural district by 2025, the official suggested.
She urged the local authorities to keep an eye on developing tourism into a key economic sector, and building Ba Vi into an attractive tourist destination for both domestic and foreign visitors.
Above all, Ba Vi must effectively realize the dual goal of boosting socio-economic development and fighting the COVID-19 pandemic as guided by the Party Central Committee and the municipal authorities, Hand ordered.
She also expressed her belief that the Party organization, government and people of Ba Vi will stay united, successfully implement resolutions of the district’s 23rd Party congress, and together build a prosperous district.
The congress elected a 41-member Executive Board of the district Party Committee for tenure of 2020-2025.
