The event saw the attendance of member of the Party Central Committee, Chairman of Hanoi People’s Committee Nguyen Duc Chung, Chairwoman of the Vietnam Fatherland Front (VFF)’s Hanoi chapter Nguyen Lan Huong, Head of the municipal Party Committee’s Mass Mobilization Commission Nguyen Thi Tuyen, Vice Chairwoman of the municipal People’s Council Phung Thi Hong Ha.
In attendance were 215 official delegates representing more than 8,500 Party members in the district.
Over the past five years, promoting the unity bloc and effectively realizing resolutions and instructions of the Central Party Committee and the city of Hanoi, Party organization and people of Thach That district have overcome all difficulties and achieved comprehensive achievements cross all spheres. All 12 targets set in resolutions of the district’s 23th Party congress have been fulfilled or surpassed.
The district’s economy continued its positive growth, with the average growth of 14.92% a year from 2015 to 2020. The economic structure has made a positive shift. By 2020, the value of industry- cottage industry-basic construction accounts for 70.2%, and trade and services is 23.2%.
Thach That has attached importance to socio-economic infrastructure development in modern and harmonious manner, land management, construction order, site clearance and news style rural area building program. So far, all 21 communes in the district have met all criteria. Thach That is striving to be recognized as new style rural district in 2020.
Due attention has been paid to boosting socio-cultural development, ensuring social welfare, improving people’s living standards. In 2020, per capita income is expected to reach VND70 million, 2 times higher than that of 2015. The poverty rate is only 0.58%.
With outstanding achievements in all fields, over the past tenure, Party organization and people of Thach That district received many noble rewards from the Party and State, such as Second-Class Labor Medal in 2018, the Government’s emulation flag in 2018, among others.

Addressing the event, Chairman of the municipal People’s Committee Nguyen Duc Chung congratulated the district’s Party organization and people on their achievements over the past five years.
Concerning COVID-19’s impacts on the national and global economy in the time ahead, Chung asked the local authorities to continue realizing the dual goal of fighting the COVID-19 pandemic, promoting socio-economic development, ensuring social security and national defense.
He urged the district to update and map out growth scenarios for 2020 and the tenure of 2015-2020 relevant to local practical situation, aiming to achieve highest possible socio-economic targets this year.
At the same time, Thach That needs to timely deliver the Government’s aids to those hit by the pandemic according to Resolution 42/NQ-CP, the city leader underlined.
As the Prime Minister approved the master plan of the Hoa Lac urban area in the district until 2030 on May 28, Chung said, asking the local authorities to focus on programs and projects on strengthening economic development, and economic restructuring towards services-industry and construction.
The mayor called for more attention to expanding urban facilities, especially traffic infrastructure, tightening the management of planning, urban construction, natural resources and environment, promoting socio-cultural development, improving the quality of education and vocational training, consolidating and perfecting the network of health system and improving the quality of public healthcare and enhancing administrative reforms, among others.
The congress elected a 41-member executive board of the district’s 24th Party Committee for the tenure of 2020-2025.
