Hanoi proposes extending of model of Urban-Construction Order Management Team (10:02 15/07/2020)


HNP - The Hanoi’s Steering Committee for Management of Organizational Apparatus and Payroll held a meeting on July 14 to discuss its performance in the first six months of the year under the chair of Secretary of Hanoi Party Committee Vuong Dinh Hue. 



According to  the report of the Committeepresented at the event, in the first half of the year, the Committee has been focusing on streamlining the  apparatus. As of present, Hanoi has 11 districts, 515 communes and 3,520 villages completing the streamlining process; resulting in a reduction of 2,708 villages and civil block, down 34% compared to the pre-streamlining process. 
 
Regarding the pilot model or urban administration unit, Vice Chairwoman of Hanoi People’s Council Phung Thi Hong Ha said the Council has completed proposal for new  mechanism for the People’s Council at district and city’s level to supervise People’s Committees at ward-level; revising the leadership of Hanoi People’s council, as well as those at district and ward-levels, among others. 
 
Director of Hanoi’s Department of Internal Affairs Vu Thu Ha reported on the implementation of the pilot model of Urban-Construction Order Management Team, which is scheduled to end on August 10, 2020. 
 
To date, the Department has been cooperating with the Department of Construction to hold a meeting discussing the result of two-year implementation of the model. Preliminary result showed local authorities in districts and wards have built efficient cooperation mechanism, ensuring in positive result in management of construction orders at each locality. 
 
As a result, the Department of Internal Affairs and the Department of Construction proposed to extend the pilot model for another three years, starting from August 10, 2020. 
 
Chairman of Hanoi People’s Committee Nguyen Duc Chung said the model showed effectiveness with a significant reduction in the case of violation of construction law. 
 
Chung said it is necessary to extend the model for an addition of three years for better evaluation. 
 
Secretary of Hanoi Party Committee Vuong Dinh Hue requested the People’s Committee to report on the result of implementing the model over the last two years to the municipal Party Committee to later report back to the government.
