Hanoi Party chief works with Ministry of Agriculture and Rural Development (22:30 09/07/2020)

HNP - Politburo member, Secretary of Hanoi Party Committee Vuong Dinh Hue chaired a working session with the Party Committee of the Ministry of Agriculture and Rural Development (MARD) on July 8, regarding the results of the cooperation between MARD and Hanoi, mechanisms, policies and important issues relating to agriculture and rural development in the city, and difficulties and cooperative contents for 2020 and following years.

The event saw the attendance of Minister of MARD Nguyen Xuan Cuong; Permanent Deputy Secretary of the municipal Party Committee Ngo Thi Thanh Hang; Chairman of the municipal People’s Committee Nguyen Duc Chung. 
In attendance were leaders of MARD and Ministries of Construction; Science and Technology; Industry and Trade and Hanoi’s entities. 
In his opening speech, Secretary Hue stressed the important role of the agricultural sector in the city’s development. 
Over the past years, Hanoi has paid special attention to agriculture, rural areas and farmers, he added, noting that the municipal Party Committee issued Program No. 02 to boost the sector. 
According to Hue, during five-year period, the city’s agricultural sector enjoyed an annual growth of 2.5%. By the end of 2020, between 368 -371 communes (or 96% of the total) in Hanoi are expected to be recognized as new style rural areas. Per capita income in rural areas would be around VND55 million (US$2,350).
However, the Hanoi Party chief said that the sector had not yet tapped into its potential, and expressed his hope that through the meeting, MARD would help Hanoi deal with challenges in agricultural development. 
Giving a report on the results of the cooperation between Hanoi People’s Committee and MRAD, the committee’s Standing Vice Chairman Nguyen Van Suu said that realizing contents set in Announcement No. 165-TB/BNN-UBND dated March 15, 2017, the two sides have jointly implemented programs, resolutions and plans relating to agriculture and rural development in the city.

Suu stated, in the 2019-2020 period, Hanoi released an agricultural restructuring plan, with the target of promoting agricultural development in association with new style rural area building towards a modern, smart and hi-tech agriculture. 
In addition to building new style rural areas, Hanoi has also focused on carrying out the program “One Commune - One Product” (OCOP), the Vice Chairman added, noting that  the city classified 301 products last year, including six being rated five stars, 207 others four stars, and the remaining 88 three stars. He expected that Hanoi will classify at least 700 products this year. 
The city has also developed 141 production-consumption chains, and granted safe food supply chain certificates to eight facilities in the area, Suu underlined. 
According to him, in the time ahead, Hanoi targets to develop a modern and sustainable agriculture with the competitive ability, and build new style rural areas with modern socio-economic infrastructure, and improve farmers’ living standards. 
By 2025, the city’s agriculture will grow at least 2.5%; the value of hi-tech agricultural products will account for 70% of the total value of agricultural products; 100% of districts and communes will meet all criteria set for new style rural areas; farmers' income will reach VND65 million (US$2,777); poverty rate in rural area will be  under 1%, among others.
To fulfill the goals, the city official proposed MARD to support Hanoi in restructuring agriculture, planning flood prevention systems, building an international wholesale market of farm produce in Yen Thuong Commune (Gia Lam District), promoting animal husbandry, expanding hi-tech agricultural production areas, among others.
