According to Ngan, in the first half of 2020, under the sound leadership of the Party, the drastic participation of the municipal government and the support of local businesses and residents, Hanoi has overcome all challenges to put the COVID-19 pandemic under control, promote socio-economic activities and maintain political security and social order.
“The successful organization of the conference “Hanoi 2020 - Investment and Development Cooperation” on June 27 cemented the city’s pioneering role in economic recovery and development when the COVID-19 pandemic is over”, the NA leader stated.
She attributed the achievements to significant contributions of the municipal People’s Council and its deputies.
In the remaining months of the year, Hanoi needs to exert every effort to fulfill political missions as well as boost economic development, especially in the context of the COVID-19 crisis, Ngan stressed, noting that the council’s deputies should work hard together to point out advantages, disadvantages and causes as well as seek effective measures for economic recovery and development towards achieving the set goals for 2020.
She underlined the necessity for Hanoi to speed up disbursement of investment capital, increase the efficiency of public investment, solve problems in terms of administrative procedures, and accelerate the progress of technical infrastructure projects and major works in the city.
Due attention should be paid to realizing mechanisms and policies in harmony and effective manner, especially those relating to finance, monetary and social security were issued by the National Assembly and the Government in support of coronavirus-hit groups, Ngan noted.
She asked for more effort to manage planning activities, tighten discipline in urban and land management, strictly handle violations of construction order, traffic safety and urban order, improve the quality of environmental sanitation, and step up the implementation of water supply system projects.
In addition, Hanoi should enhance administrative reforms, simplify administrative procedures, improve investment environment, deal with bottlenecks and inadequacies so as to create favorable conditions for investors, the NA leader suggested.
Ngan underscored the significance of enhancing the role and responsibility of the People’s Council in making decisions on important issues for the city, especially those relating to finance and budget in accordance with the NA’s Resolution 115.
She urged the council to continue improving the efficiency of performing supervision function, with the focus on concerned issues, and holding meetings with local voters to timely learn their wishes and needs.
