Chung described the support from the people as the motivation for the municipal authorities to realize the dual goal of combating the COVID-19 pandemic and boosting economic development, maintaining social security and national defense in the area.
According to him, in the first half of 2020, Hanoi completed 63 out of 75 tasks, meeting 84% of the plan, the rest are in progress.
Hanoi strictly complied with the call made by the Party General Secretary and State President, and instructions by the Politburo, the PCC’s Secretariat, the Prime Minister and the National Steering Committee on COVID-19 prevention and control.
The city confirmed a total of 121 COVID-19 infections, and all of them have been discharged from hospital. For 77 consecutive days, there have been no community- acquired infections in the capital city. Hanoi has so far put the pandemic under control and entered “new normal”.
Regarding the organization of Party assemblies at all levels, as many as 1,833 Party organizations at grassroots level have successfully held their assemblies to date. Six out of 30 district-level Party Committees have also completed the task.
The COVID-19 pandemic has had very severe impact on the city’s economic development this year. However, Hanoi still achieved a GRDP growth of 3.39% in the first six months of the year. State budget revenue in the city totaled VND143.4 trillion (US$6.1 billion), meeting 51.4% of the expected volume, up 11% compared to the same period last year.
Moreover, the local government reduced and simplified 154 administrative procedures. As of June 30, Hanoi provided 100% of online public services at stage 3, 4 and integrated 249 public services (or 100%) in National Public Service Portal.
Especially, the city successfully held the conference “Hanoi 2020 - Investment and Development Cooperation”. At the event, the municipal authorities handed over investment licenses to 229 projects worth VND405.5 trillion (US$17.6 billion). As many as 38 Memorandums of Understanding were inked, with the total capital of about US$28.6 billion. The city also announced a portfolio of 282 projects calling for investment with registered capital of VND483.1 trillion (US$20.8 billion).
Hanoi has timely delivered the Government’s aids worth VND474 billion (US$20.2 million) to people directly affected by the pandemic.
Based on the country’s growth scenario and the city’s socio-economic development in the first six months, Hanoi set up two growth scenarios for the second half of the year, aiming to achieve an economic growth rate 1.3 times higher than the national average.
Accordingly, Hanoi will focus on completing the organization of the city’s 17th Party congress towards the Nation Party Congress, realizing the National Assembly’s resolution on specific financial-budgetary policies and mechanisms for Hanoi, and taking drastic measures to contain the spread of the novel coronavirus in the city.
Due attention will be paid to increasing budget revenue, cutting at least 5% of the city’s regular expenditure, removing difficulties for businesses, accelerating disbursement of public investment, starting construction of large-scale works in the city, improving investment environment, enhancing administrative reforms, promoting e-commerce development, boosting investment and trade promotion and local consumption stimulation, repopulating pig herds and expanding agricultural development, among others.
On behalf of the Government, Deputy PM Truong Hoa Binh praised Hanoi for its success in the battle against COVID-19 as well as in the process of socio-economic development.
He hoped that the capital city will promote its achievement and do it utmost to attain the highest targets in the second half of 2020, making significant contributions to the national development.
