Concluding the meeting, Permanent Deputy Secretary Ngo Thi Thanh Hang stressed, in the context of the COVID-19 outbreak, the municipal Party Committee has still paid special attention to agriculture, rural development and farmers’ affairs.
In addition, the municipal People’s Council and People’s Committee have thoroughly studied and issued specific policies for agricultural development and new style rural areas building, she added, noting that the National Assembly adopted a resolution on specific financial-budgetary policies and mechanisms for Hanoi, including supporting policies for new style rural area building.
Hang applauded the success in implementing Program 02 in the first half of the year. According to her, the value added of agriculture, forestry and fishery rose by 1.61%. The city has focused on repopulating pig herds after Africa swine fever epidemic, totaling 1.22 million pigs now.
Regarding the new style rural area building, Hanoi has had 355 out of 382 communes recognized as new style rural areas, of which, 13 earned advanced new-style rural status. The rest have met from 11 to 14 criteria. Apart from six districts recognized as new style rural areas, four districts and one town are striving to complete their dossiers to submit to the Prime Minister for recognition.
Hanoi has spent more than VND12.3 trillion (US$525 million) on building new style rural areas. In the first half of the year, the city gave assistance worth over VND43.1 billion (US$1.8 million) to rural districts in the effort.
Concerning One Commune One Product (OCOP|) program, Hanoi targets to 1,000 products qualified for the OCOP standards this year. The city has stepped up promoting OCOP products. As of June, Hanoi classified 301 products, including six rated five stars, 207 others four stars, and 88 three stars.
Hang requested district-level authorities to review and assess the achievements in realizing the program in localities, and work out tasks for the next five years, while ordering all levels and sectors to exert every effort to achieve the agricultural growth rate of at least 4.12% in 2020.
She underlined the necessity to strengthen the application of new technologies in agricultural production to set up more hi-tech farming models, focus on agricultural restructuring, and prevent diseases in crops and animals.
Hang assigned Department of Agriculture and Rural Development in collaboration with district-level authorities of Son Tay, Phuc Tho, Thach that, Thanh Oai, Thuong Tin, Phu Xuyen and Soc Son to speed up the progress of finalizing dossiers to submit to the Prime Minister for recognition as new style rural areas.
Department of Planning and Architecture is in charge of stepping up the adjustment to the planning of communes in accordance with Circular No. 02 dated March 1, 2017 of the Ministry of Construction.
Department of Natural Resources and Environment will guide local authorities to accelerate the issuance of land use right certificates.
Hang ordered Department of Finance in collaboration with the municipal People’s Committee to solve problems related to mechanisms and policies for new-style rural area construction.
The Head of the Steering committee also requested departments, sectors and district to boost agricultural promotion and vocational training so as to improve farmers’ living standards, and asking for more effort to have additional 700 OCOP products in 2020.
