Particularly, the Municipal People’s Committee elaborated the 2019 anti-corruption plan and urged the city’s entities to take drastic measures to prevent and fight corruption, including strengthening transparency, administrative reform and law dissemination; regularly conducting inspection campaigns to timely remove shortcomings and problems in state management; strictly handling violation cases as stipulated by law, among others.
Hanoi strengthened the transparency of policies, processes and procedures associated with administrative reform while making public the management and use of budget, public property, revenues, norms and standards.
In the first half of the year, the Municipal Police investigated 31 corruption cases with 70 defendants accused of causing nearly VND99 billion of the losses, and recovered losses amounting to VND4.9 billion. The Municipal People's Procuracy prosecuted 17 cases and settled 12 others. Meanwhile, the People's Court finalized the trial of 19 cases with 55 accused.
In the remaining months, the Municipal People’s Committee will take more measures for anti-corruption that include realizing the Anti-Corruption Law 2018 which came into effect on July 1, 2019; carrying out Directive No. 50-CT/TW dated December 7, 2015, Directive No. 33-CT/TW dated January 3, 2014 of the Politburo, Directive No. 12-CT/TTg dated April 28, 2016 of the Prime Minister, Directive No. 05-CT/TW dated May 15, 2016 of the Politburo, and Resolution of the 12th Party Central Committee’s 4th plenum.
Moreover, the city will continue perfecting mechanisms and policies in fields of construction investment, land management, natural resources, credit – banking, financial management, procurement of public assets, personnel work, and State-owned business management.
Hanoi will also strengthen communication and dissemination of Anti-Corruption Law; execute Directive No. 10/CT-TTg dated June 12, 2013 of the Prime Minister; elaborate a decision to replace Decision No. 58/2013/QD-UBND dated December 17, 2013 of the Municipal People’s Committee on public servants’ asset declaration in line with Anti-Corruption Law 2018; conduct the 2019 asset declaration as regulated; improve the efficiency of state management in all fields; enhance inspection, audit, investigation, prosecution and trial of corruption cases; strictly handle infractions and recover assets in corruption cases; consolidate agencies and organizations in charge of fighting corruption at all levels.
Additionally, the city underlines the need to promote the role and responsibility of Fatherland Front Committees, social organizations, people and press agencies in the fight against corruption; honor outstanding individuals and take measures to protect informants and their relatives; and encourage agencies, organizations and individuals to join in the effort to combat corruption.
