Hanoi Mayor chairs teleconference on reviewing performance in second quarter of 2019 (20:19 05/07/2019)
In attendance were Permanent Vice Chairman of the Municipal People’s Committee Nguyen Van Suu, Vice Chairmen of the Municipal People’s Committee Nguyen Quoc Hung and Nguyen Doan Toan, and representatives of the city’s entities.
Giving a report on the outcomes of the socio-economic development plan, Director of the Department of Investment and Planning Nguyen Manh Quyen said that in the first half, Hanoi’s GRDP rose by 7.21%.
The city has improved business environment, encouraged the establishment of enterprises and enhanced investment attraction. The city ranked 9th among 63 provinces and cities in the country in the 2018 provincial competitiveness index (PCI), up 4 levels compared to 2017. FDI capital reached US$5.03 billion, taking the lead in FDI attraction.
Over the first half, Hanoi has granted business licenses for 13,630 new enterprises (up 9%). The total social investment was about VND140 trillion, up 12.02%. Export turnover increased by 5.4%, meanwhile, import turnover expanded by 4.6%.
Total state budget revenue in the first six months reached over VND132 trillion, accounting for 50.9 of the estimate. Local budget expenditure was nearly VND34 trillion, accounting for 33.5% of the estimate.

In socio-cultural development, Hanoi has strengthened the communication on the two codes of conduct under diversified ways; completed preparations for Formula 1 racing as scheduled; strengthened the application of IT towards the smart city goal; provided 1,272 out of 1,772 online public services at stage 3 and 4, accounting for 72%;
Besides, the city has gained remarkable achievements in rural and urban management and development, education, health care, administrative reform and social welfare.
However, apart from the outcomes, there have been several shortcomings and weaknesses in completing the assigned tasks.
In the second quarter of the year, Hanoi will focus on effectively carrying out 76 missions and measures at Action Program No. 12/CTr-UBND of the Municipal People’s Committee on major missions and measures for socio-economic development and budget revenue in 2019.
The city will drastically implement 9 missions and solutions stated in the detail report. They included completing preparations for the 17th Municipal Party Congress; rolling out the pilot management project on urban administration; taking more measures to complete unfulfilled targets; improving investment and business environment and removing difficulties for business and production; joining in the effort to put African swine fever disease under control; strengthening export, investment attraction and business development; effectively carrying out budget revenue collection and expenditure; tightening the management of planning, land, construction order, urban order and environmental protection; building new-style rural areas to fulfill the targets in 2019.
Also, Hanoi will pay attention to creating jobs and improving the quality of education and health care; completing dossier to apply for joining UNESCO Creative Cities Network; carrying out the Hanoi Museum project; organizing a wide range of activities to mark the 20th anniversary of its title as “City For Peace”, and 50 years of implementing President Ho Chi Minh's Testament; reviewing and assessing facilities in the school network; executing a plan on recognizing and re-recognizing of national standard schools; ensuring social welfare, among others.
