According a report by Vice Chairman of the Municipal People’s Committee Nguyen Doan Toan, in the first half of 2019, the city’s gross regional domestic product (GRDP) expanded by 7.21% (higher than the 7.15% growth recorded in the same period last year).
Particularly, construction rose by 10.17% (compared to 7.64% in the same period last year); tax on product increased by 8.82% (compared to 6.68% in the same period last year); industry expanded 7.72% (compared to 7.79% in the same period last year); services climbed 6.66% (compared to 7.11% in the same period last year).
Total budget revenue was estimated to reach over VND132 trillion, accounting for 50% of the estimate, meanwhile, local budget expenditure was estimated at nearly VN34 trillion.
Additionally, Hanoi continues improving business environment, encouraging the development of new enterprises and attracting more investments. The city ranked 9th among 63 provinces and cities in the country in the 2018 provincial competitiveness index (PCI), up 4 levels compared to 2017.
Besides, the city has made positive change in urban management and development, socio-cultural development, education and training, social welfare, and foreign affairs, among others.

However, apart from the achievements, there have been several shortcomings and weaknesses in fulfilling the targets.
In the remaining months of the year, the Municipal People’s Committee will focus on effectively executing 76 missions and solutions at Action Program No. 12/CTr-UBND on major missions and measures for socio-economic development and budget revenue estimate in 2019.
To achieve the growth of 7.4-7.6%, the city will take various measures to deal with the unfulfilled targets; improve business and investment environment; remove difficulties for business and production; increase the quality of the management in planning, land, construction order, urban order and environmental protection; create jobs and improve the quality of education, healthcare, social welfare; enhance administrative reform; maintain security and safety for political events and festivals in the city; tighten the cooperation with collectives, social and political organizations to create the consensus in working out socio-economic development missions.
At the session, delegates gave their feedback on report on socio-economic development in 2019, and voiced their concern about budget revenue, administrative reform, urban management, land clearance, infrastructure development, flood prevention projects and corruption combat, among others.
After the discussion, Chairman of the Municipal People’s Committee Nguyen Duc Chung explained concerned issues, and added that the city would put forth concrete measures for the last months of the year.
He urged sectors and localities to take more drastic actions to fulfill all targets and missions of 2019 socio-economic development.
• In the afternoon, Deputy Secretary of the Municipal Party Committee Dao Duc Toan disseminated Directive No. 35-CT/TW dated May 30, 2019 of the Politburo on organizing all-level Party congresses towards the 13th National Party Congress.
Also, participants discussed draft political report for the 17th Municipal Party Congress; and draft plan on organizing all-level Party congresses towards the 17th Municipal Party Congress.
