Among Hanoi’s leaders attending the teleconference were Nguyen Duc Chung, member of the Party Central Committee, Deputy Secretary of the Municipal Party Committee, Chairman of the Municipal People’s Committee; Phung Thi Hong Ha, Vice Chairwoman of the Municipal People’s Council; Bui Huyen Mai, Deputy Head of the National Assembly deputy delegation of Hanoi, and heads of the city’s entities.
Cracking down on harassment
In his opening speech, Permanent Deputy PM Truong Hoa Binh said that over the past years, the fight against corruption has been executed drastically, and gained remarkable achievements, making great contributions to maintaining political stabilization, socio-economic development and consolidating people’s trust for the Party and State.
However, beside positive outcomes, there have been many shortcomings and weaknesses in combating corruption. Particularly, in administrative and public services area, some public servants are making use of their working positions to harass people and businesses while providing them public services, thus eroding the confidence of people, enterprises, and investors and hindering socio-economic development.
According to the Permanent Deputy PM, the Government is always determined to prevent and repel corruption.
Notably, Directive No. 10/CT-TTg dated April 22, 2019 of the Prime Minister on enhancing effective management and prevention of harassment and red tape in providing public services for people and businesses aims to realize guidelines, policies and laws of the Party and State on anti-corruption work.
Permanent Deputy PM Truong Hoa Binh stressed the importance of disseminating the Directive and putting it into life in an effort to tighten management and prevention of harassment and red tape while providing public services, contributing to affirming the Government’s high determination in building the State administrative apparatus in a transparent and solid manner, enforcing administrative disciplines, improving the investment and business environment, increasing national competitiveness and fulfilling all sustainable growth goals.
Hanoi has worked out guiding documents on corruption combat

Making a statement at the conference, Chairman of the Hanoi People’s Committee Nguyen Duc Chung said that over the past years, the city has executed strictly and coherently guiding documents on anti-corruption of the Politburo, Government, Prime Minister, and Central-level ministries and sectors.
Additionally, the Municipal Party Committee issued Program No. 07-CTr/TU on improving the efficiency of the anti-corruption work, enhancing thrift practice and anti-wastefulness in the 2016-2020 period. Meanwhile, every year, the Municipal People’s Committee elaborates anti-corruption and inspection plans so as to strengthen corruption prevention and control. After all, the anti-corruption work has made positive changes and gained initial achievements.
Besides, Hanoi has paid special attention to tightening administrative order and discipline, improving behavior of public servants, strengthening administrative reform to effectively prevent harassment in performance, creating favorable conditions for locals and enterprises in dealing with administrative dossiers, and enhancing administrative inspection, among others.
However, there are many existing problems in the fight against corruption.
In the coming time, the city will continue requesting all levels and sectors to strictly carry out guiding documents of the Central level, especially Directive No. 10/CT-TTg, taking more drastic measures to enhance administrative reform, strengthening IT application, tightening administrative discipline associated with implementing the code of conduct in public agencies, and strictly handling collectives ans individuals breaking regulations.
Leaders of agencies and organizations need to take the lead in anti-corruption work
Making conclusion at the event, Permanent Deputy PM Truong Hoa Binh appreciated statements by ministries, sectors and localities as well as their experiences and recommendations to work out Directive No. 10/CT-TTg more practically and effectively.
Underlining several key missions in the time to come, the Permanent Deputy PM asked ministries, sectors and localities to focus on disseminating the directive associated with Resolution 02/NQ-CP dated January 1, 2019 of the Government on major missions and measures to improve business environment and national competitiveness in 2019, orientation to 2021, Decision 681/QD-TTg dated June 4, 2019 of the Prime Minister on issuing a roadmap to fulfill Vietnam's sustainable development goals by 2030, among others.
He emphasized that leaders of agencies, organizations and localities need to take the lead and increase their responsibilities for corruption combat.
Among the tasks include enhancing administrative reform, IT application to minimize direct contact with citizens, monitoring citizen receptions, promoting the role of mass organizations in preventing corruption in association with executing the year of government mass mobilization 2019, timely dealing with complaints and denunciations, organizing meetings with citizens, strengthening dissemination and education of law on corruption prevention and control.
