Hanoi takes the lead in receiving and processing online business registration applications (18:57 07/04/2019)
According to Head of Business Registration Division Pham Kim Tuyen, realizing the guiding documents of the Hanoi People’s Committee, the Department of Investment and Planning has drastically promoted the online business registration. As of September, 2017, 100% of business registration applications were made online. Currently, Hanoi takes the lead in receiving and processing online business registration dossiers.
Moreover, the department has made many reforms in the state management of business registration, especially in setting up a favorable regulation framework for enterprises in all economic components.
In 2018, the Hanoi Business Registration Division granted licenses of business to more than 25,000 newly-established enterprises with the total registered capital of nearly VND393 trillion.
In the first quarter of 2019 alone (as of March 31, 2019), the city provided business licenses to nearly 6,300 enterprises worth nearly VND52 billion, up 15% over the same period last year.
Aiming at the service-minded administration as well as the satisfaction of organizations and enterprises when filing business registration application, the department issued Plan No. 40/DA-KH&DT dated June 19, 2017 on the implementation of friendly business registration model.
Accordingly, the department has positively worked with the city’s agencies and units to support businesses in their start-up processes in an effort to reduce the cost and time for enterprises.

Since January, 2018, the department has sent letters of congratulations to newly-established businesses including free gift packages from consulting units, such as accounting software, document management software, among others.
Since the second quarter of 2018, the department has also coordinated with VNPT Hanoi to assist enterprises in setting up hotlines and digital signatures.
The above achievements have contributed to improving business environment in the city. Hanoi was to be among the top 10 cities and provinces with the highest Provincial Competitiveness Index (PCI) score. During six years, from 2012 to 2018, Hanoi’s PCI saw consecutive increases, fulfilling the target two years ahead of the set plan.
Regarding major tasks in 2019, Director of the Department of Planning and Investment Nguyen Manh Quyen pledged that the department will continue being a companion of agencies and businesses in handling business registration procedures while providing utility services, and strengthening administrative reforms.
At the conference, the department signed memorandums of cooperation with relevant agencies and units to provide services to assist local enterprises.
