Sector of Natural Resources and Environment reviews performance in 2018 (08:44 11/01/2019)

HNP – The Ministry of Natural Resources and Environment on January 8th organized a conference to deploy Resolutions of the National Assembly and the Government on socio-economic development in 2019. The event saw the attendance of Prime Minister Nguyen Xuan Phuc.

Member of the Party Central Committee, Deputy Secretary of the Ha Noi Party Committee and Chairman of the Municipal People’s Committee Nguyen Duc Chung attended the conference.


Giving a report at the conference, Minister of Natural Resources and Environment Tran Hong Ha said that the sector fulfills set targets in 2018, especially removing institutional obstacles to promote natural resources for socio-economic development and budget collection. 
Over the past three years, over 50,000 hectares have been used for the socio-economic development; more than 1,500 projects covering nearly 30,000 hectares have been withdrawn. 
The sector has also fulfilled targets assigned by the National Assembly; focused on concentrated wastewater treatment systems and other environmental issues; tightened the control of projects with high risks of environmental pollution; improved the accuracy in forecast and reduced damages caused by natural disasters compared to 2017. 
Besides, indicators to assess people's satisfaction and administrative reform index have been improved remarkably; the application of information technology (IT) has been strengthened strongly, contributing to improving the efficiency of public services. 
The above outcomes have significantly contributed to fulfilling and exceeding growth targets.
Delivering a speech at the conference, Nguyen Duc Chung, Chairman of the Ha Noi People’s Committee said that over the past time, the city has deployed the digitization of land management in three districts. Currently, Ha Noi boosts the IT application in the mapping and other locality in an effort to finish the task in 2019. 
In 2018, Ha Noi asked working teams under the Department of Natural Resources and Environment to remove difficulties in land management, especially granting certificates of land use rights in localities.

According to the Chairman, over the past year, Ha Noi has carried out 1,058 online public services at level 3, 4; installed and put in operation 10 air monitoring stations; finished the program on growing one million new trees by 2020, while mobilizing the socialization in supplying clean water to local residents. 
Apart from the gained achievements, the city leader also pointed out several shortcomings in fields of granting certificates of land use right after land consolidation, waste collection and treatment, environmental pollution treatment, etc. 
He recommended the Government and the Ministry of Natural Resources and Environment to jointly evaluate environmental pollution in the To Lich, Day and Nhue rivers as well as take solutions to help the city to treat pollution cases relating to localities in the Red River Delta region; pay special attention to more measures to remove inadequacies in building wastewater treatment plant. 
He also expected the Ministry of Natural Resource to build the land management software which can integrate data and easily interact with localities.

Making conclusion at the conference, Prime Minister Nguyen Xuan Phuc stressed key issues of the Natural Resources and Environment in 2019 and the following years, including air pollution, water pollution, climate change, and housing.
Accordingly, the sector needs to take measures to effectively implement the Government’s consistent stance of not trading off environment for economic growth at any prices. Particularly, he warned of downpour of outdated foreign technologies and equipment.
Besides, the sector is tasked to finish the planning of land management, national maritime space, national water resources and national environment in the next two years.
The PM also called for greater efforts to build e-government, and combat corruptions.
