According to the Resolution, Ha Noi sets up key goals in 2019, including: Strongly improving business and investment environment, encouraging start-up businesses, developing enterprises in both quality and quantity; enhancing economic restructuring in association with renewing growth model, increasing the productivity, quality, efficiency, and competitiveness;
Tightening the management of planning, urban construction and new style rural building associated with management of natural resources and environmental protection; developing culture, education, healthcare; ensuring social welfare, vocational training, job creation and improving people’s living standards;
Promoting the application of information technology in management and operation; enhancing administrative reform; building streamlined, efficient administrative apparatus; drastically combating corruption, wastefulness;
Consolidating national defence, security; ensuring social order and safety; improving the efficiency of foreign affairs and international integration; effectively carrying out the year of improving the effectiveness and efficiency of the political system.
Moreover, Ha Noi also offers following targets for 2019: Gross Regional Domestic Product (GRDP) will rise by at least 7.5%; GDP per capita will reach around VND 118-120 million; the growth rate of social investment will increase by 10.5-11%; export revenue will post an increase of 7.5-8%; Crude birth rate will decrease by 0,1‰ compared to the previous year; the rate of trained labourers will be 67.5%; 100% population in urban areas and 69% in rural areas will have access clean water; the number of new style rural communes will rise by 30; 98% of waste in urban areas and 90% in rural areas will be collected, etc.

To fulfill the above targets, the Municipal People’s Council requested to carry out key missions and solutions, as follow:
Firstly, continuing improving investment and business environment, promoting star-ups, investment attraction and economic restructuring, and effectively implementing the budget task.
Secondly, making, completing, and approving general zoning plans, especially satellite urban planning; speeding up technical infrastructure projects and key works, especially railway lines, ring roads; finishing the adjustment of clean water supply planning in Ha Noi by 2030, vision to 2050; focusing on building wastewater treatment plants according to the roadmap; deploying the building of cemeteries in Ba Vi, Soc Son, Chuong My districts; improving the management of lands, natural resources and environment.
Thirdly, strengthening socio-cultural development accordant with economic development and traditional values of the capital city; boosting the application of science and technology in producing and building smart city; ensuring social welfare, job creation and increasing the quality of education and healthcare.
Fourthly, continuing promoting administrative reform, re-organizing the streamlined, efficient administrative apparatus; increasing the responsibility of leaders of all levels, sectors in settling complaints and denunciations; promoting the role of supervision agencies in combating corruption and wastefulness.
Fifthly, paying special attention to the ethnic and religious work; continuing carrying out socio-economic development plan for ethnic minorities in mountainous areas for the 2016-2020 period; organizing the national ethnic minority congress as directed by the Prime Minister.
Sixthly, consolidating national defence, ensuring political security, social order, and safety.
Lastly, strengthening foreign affairs; following key diplomatic missions of the Party and the State as well as goals of the city to proactively increase the efficiency of external activities.
