The event was co-chaired by Politburo member and Secretary of the Municipal Party Committee Hoang Trung Hai, member of the Party Central Committee (PCCC) and Permanent Deputy Secretary of the Municipal Party Committee Ngo Thi Thanh Hang; PCC’s member, Deputy Secretary of the Municipal Party Committee and Chairman of the Municipal People’s Committee Nguyen Duc Chung; Deputy Secretary of the Municipal Party Committee and Chairwoman of the Municipal People’s Council Nguyen Thi Bich Ngoc; and Deputy Secretary of the Municipal Party Committee Dao Duc Toan.
This meeting will focus on reports on implementing the budget in 2018, local budget estimate and municipal budget allocation in 2019, three-year financial plan – budget (2019-2021), investment and development plan in 2018, budget investment development plan in 2019, updating and adjusting the municipal 2016-2020 medium-term public investment plan.
Besides, the Executive Board will also give feedback on reports on mid-term implementation of the five-year socio-economic development plan (2016-2020); approving the final settlement of the state budget in 2017 and draft decision on establishing sub-committees to prepare the 17th session of the Municipal Party Committee.
All socio-economic targets fulfilled
Giving a report on results of the socio-economic development in 2018, for the 2016-2018 period and the plan in 2019, Permanent Vice Chairman of the Municipal People’s Committee Nguyen Van Suu said that, in 2018, the city’s economy posted a high growth rate. Particularly, GRDP increased by 8.56%; Per capita in 2018 reached US$ 4,080, 1.12 times higher than that of 2015.
Total budget revenue was estimated at VND 238.8 trillion, equal to 100.2% of the estimate (posting a year on year surge of 12.6%); total investment for social development was estimated at VND 340.8 billion, up 10.6% over the same period last year; FDI capital was estimated to reach US$ 6.5 billion, becoming the leading city in FDI attraction. Between 2016 and 2018, Ha Noi attracted nearly US$ 13.25 billion, 2.12 times higher than that of the 2011-2015 period and equivalent to 48.6% of the 1986-2015 period.

The city’s export revenue posted a high growth rate with annual increase of 21.6%; the consumer price index (CPI) in 2018 is estimated to increase by 4.15% - 4.30%. Notably, tourism sector has been paid special attention with many services and products to attract more visitors, such as cultural festivals in pedestrian streets around Hoan Kiem Lake and vicinity, hop-on hop-off tourist bus service, Phung Hung Fresco Street, Tinh hoa Bac Bo (Quintessence of Tonkin) program, etc. After all, in 2018, Ha Noi welcomes 26.04 million tourists, up 9.3%, in which, international visitors is estimated to reach 5.74 million, up 16%.
According to the report, it is scheduled that 20 targets will be fulfilled or exceeded.
Investment and business environment improved remarkably
Ha Noi has focused on improving investment environment, removing difficulties for production, trade and providing services to support enterprises. In 2018, the city has granted registration certificates to 25,742 businesses with the registered capital of VND 280.1 trillion, increasing the total number of enterprises to 255,280.
The Municipal People’s Committee sets up key targets in 2019, including: improving investment and trade environment, enhancing economic restructuring and growth, comprehensively developing fields of planning, urban development, new style rural building, culture, sports, education and healthcare, etc.
