According to Huong, the report showed the support of voters and the people for the drastic, timely and effective leadership of the central Government and Hanoi’s authorities on Party building work and enhancing efficiency of the political system, especially Resolution No. 15- NQ/TW dated May 5, 2022 of the Politburo on orientations and tasks to develop Hanoi Capital until 2030, with a vision to 2045. The voters expressed their belief in the determination of the Party and State, headed by General Secretary Nguyen Phu Trong in the fight against corruption and the prevention of the pandemic and in taking care of the city’s social welfare.
Voters and people highly appreciate the drastic and effective management of the Hanoi’s leaders in ensuring public order, social stability, and the continued positive socio-economic recovery of the capital. Meanwhile, Hanoi would continue to work for long-term breakthrough for the development of Hanoi, such as ring road 4, urban subdivision planning for Red river and Duong river; promote safe and flexible adaptation to the pandemic to gain the confidence of the people, businesses and international friends in Hanoi.
The people of the capital city expressed happiness and optimism when economic, social, cultural, artistic and sports activities gradually return to normal. Especially, Vietnam has successfully organized the 31st SEA Games, in which, Hanoi made a good impression by successfully organizing the grand opening ceremony which was imbued with national cultural identity, as well as many sporting competitions under the Games.
However, voters and people in Hanoi expressed their frustration at the wrongdoings of individuals and organizations who took advantage of the State's policies in the prevention and control of the Covid-19 pandemic for illegal gains; high inflation pressure due to rising input prices such as gasoline, oil, raw materials, construction and agricultural materials...; the crime situation is still complicated; the coordination of a number of agencies in handling the work is still not effective; the disbursement rate of public investment capital and the implementation progress of some public investment projects are very slow; land management has not been fully transparent about planning, adjustment of master plans and plans on land use; environmental pollution problems; flooding in some urban districts; among others.
At this meeting, the Standing Committee of the Vietnam Fatherland Front Committee of Hanoi City proposed the People's Council and the City People's Committee the following contents:
Firstly, Hanoi should channel adequate resources for investment in the health system, especially in grassroots health and preventive medicine; adopt policies to encourage the health sector to improve its efficiency. Hanoi would focus on overcoming the shortage of medical equipment and supplies in hospitals; raise public awareness of the necessity of administering the fourth dose, and the vaccination for children.
Secondly, voters call for Hanoi to strengthen supervision in the areas of urban planning, implementation progress of traffic projects, environmental pollution, issues related to social security, fire prevention; continue to drastically direct supervision, inspection, examination and audit to prevent and combat wrongdoings in investment, procurement, budget revenue and expenditure; review and stop projects that are slow in implementation, projects that violate the use of public land causing discontent among the people.
Thirdly, voters expect the municipal People's Council, the City People's Committee to advise the City Party Committee to recommend to the Politburo, the National Assembly and the Government to pay attention to personnel issues of Hanoi, especially the position of Chairman of the Hanoi People's Committee.
Fourthly, voters request the municipal People's Committee to focus on directing drastically, synchronously and effectively the socio-economic development programs; have solutions to stabilize prices of a number of strategic commodities such as gasoline, oil, agricultural and forestry production materials; accelerate the disbursement of public investment funds; have specific policies to carry out key works such as ring road project 4, construction and renovation project of old apartment buildings; invest in repairing, embellishing and promoting the value of historical and cultural relics in the capital area; speeding up the implementation of projects on roads, schools, irrigation systems, sewage and waste treatment systems.
Fifthly, voters proposed the City to strengthen discipline; continue to reform administrative procedures, promote decentralization of state management in the city.
Sixthly, Hanoi is expected to closely coordinate with other agencies and create conditions for exercising the supervision and social criticism roles of the Vietnam Fatherland Front Committee – Hanoi chapter to ensure the city’s development process.
