Secretary of the City Party Committee Dinh Tien Dung assessed that in 2022, despite facing many difficulties and challenges, Hanoi had well controlled the Covid-19 pandemic, while the economy recovered quickly and attained many positive results.
In addition to leading the implementation of regular tasks, Hanoi has also actively implemented many strategic, fundamental and long-term oriented tasks for the city's development, such as taking stock of the Resolution No. Decision 11-NQ/TW dated January 6, 2012 of the 11th Politburo and proposed the 13th Politburo to issue Resolution 15-NQ/TW dated May 5, 2022 on the direction and tasks of Hanoi’s development to 2030, vision to 2045; studying and formulating the Capital Planning for the period of 2021-2030, with a vision to 2050; overall adjustment of the Hanoi Capital Construction Master Plan to 2030 with orientation to 2050; taking stock and propose amendments to the Capital Law; drastic implementation of work to implement the project of ring road 4 - Capital region, among others.
“It can be affirmed that in 2022, Hanoi has achieved very encouraging and comprehensive results in all aspects of socio-economic, national defense, security and foreign affairs," Secretary of the City Party Committee Dinh Tien Dung emphasized.
The Secretary of the City Party Committee said that the above achievements are thanks to the efforts of both the political system and the people of the Capital; the leadership and direction of the City Party Committee; the institutionalization of the City Council; the dynamic, flexible, creative and drastic administration and management of the City People's Committee; the attention and direction of the Hanoi National Assembly Delegation and the contribution and support of the voters and people of the Capital.
In which, the municipal People's Council has made many innovations in operation, urged drastically, comprehensively, closely and effectively in resolving issues of interest to a large number of voters and public opinion, and at the same time, urged inspection, supervision of social concerns.
However, besides the positive results, Secretary of the City Party Committee Dinh Tien Dung also pointed out the shortcomings and limitations, including the economic development level below the expectation, especially in attracting enterprises to invest in the fields of agriculture, high-tech industry and supporting industries; traffic jams and flooding also occur in some places; the collection and treatment of solid waste and wastewater, especially in some craft villages; management of urban planning is still limited, violations of construction order.
In particular, the progress of construction of key works is still slow and there are many obstacles; disbursement of capital construction investment continues to be difficult and tends to slow down over the years.
Emphasizing that 2023 is the pivotal year of the 5-year plan 2020-2025, which is of great significance to the socio-economic development of the Capital, Secretary of the City Party Committee Dinh Tien Dung suggested that the Hanoi People’s Council focus on carefully study and discuss the tasks and solutions to overcome the limitations and weaknesses identified in the process of evaluating the results of the implementation of the socio-economic development plan in 2022, especially the issues related to budget and finance, medium-term public investment.
In particular, it is necessary to set out breakthrough tasks and solutions to focus on a number of targets that are facing difficulties in the implementation process, he said.
