At the ceremony, General Secretary of the Central Committee of the Communist Party of Vietnam Nguyen Phu Trong stated that, under the leadership of the Communist Party of Vietnam and the Lao People's Revolutionary Party, the peoples of the two countries have stood shoulder to shoulder right from the first challenging and arduous days to protect and building the socialist fatherland in each country.

The two Parties and countries have supported each other in the post-war socio-economic reconstruction, and at the same time, gradually formed and developed cooperative relations in key fields such as economy, culture, society, education and training, national defense, security and foreign affairs.
According to the General Secretary, stemming from the need for extensive and urgent cooperation between the two countries in the new situation, on July 18, 1977, Vietnam and Laos signed the Treaty of Amity and Cooperation. Up to now, this Treaty has become a valuable and extremely important asset, a solid legal basis for the two countries to constantly expand their special friendship and comprehensive cooperation. The treaty is also a premise for the two countries to sign a series of cooperation documents and agreements in all fields, namely politics, security, defense, economy, trade, investment, education and training.
Entering a new period of national construction and defense, General Secretary Nguyen Phu Trong affirmed that, in the light of Marxism-Leninism, Ho Chi Minh's Thought in Vietnam and Kaysone Phomvihane's Thought in Laos, the two Parties and the two countries continue to stand shoulder to shoulder, side by side in the renewal process, jointly attaining enormous achievements in socio-economic development, maintaining political stability, security and and social order, bringing an increasingly prosperous and peaceful life to the people of each country.
These achievements have been accomplished not only thanks to the efforts of each Party and country, but also the important contributions of the loyal cooperation relationship between Vietnam and Laos during the past 45 years.
"Looking back at the heroic historical journeys that the two nations have gone through, we have every right to be proud of the exemplary, extremely pure, and loyal relationship between the two Parties and States, and the people of Vietnam and Laos".
The special relationship between Vietnam and Laos has been directly laid by the great Leaders President Ho Chi Minh, President Kaysone Phomvihane and President Souphanouvong; built, preserved and nurtured with the sweat, effort and blood of generations of soldiers and people of the two countries. It has truly become an invaluable asset, a "unique" relationship in world history. As President Kaysone Phomvihane affirmed: "In the history of the world revolution, there have been many shining examples of the international spirit of the proletariat, but nowhere and never has there been a special solidarity and fighting alliance, distinctive, long-term, comprehensive like this one," he added.
General Secretary Nguyen Phu Trong affirmed: "The solidarity, cooperation and mutual assistance between Vietnam and Laos is an objective rule, a vital factor for each Party, each country. At the same time, it is an invaluable asset and a foundation for our two countries to promote development in the next historical phases.”
The General Secretary also expressed his delight to see that the cooperation relationship between the two Parties and the two countries, Vietnam and Laos, is thriving.
Lao Vice President Bounthong Chitmany stated that the Laos Party, State and people deeply remember and are grateful to the great President Ho Chi Minh, the beloved President Kaysone Phomvihane and President Souphanouvong, those who laid the foundation for the great friendship, special solidarity and comprehensive cooperation between the two countries Vietnam – Laos.
Chitmany expected Vietnam and Laos to continue strengthening the relations for the benefits of the two countries and people.
