Chief of Office of the City People's Committee Truong Viet Dung said that the city has well performed the tasks of socio-economic recovery and development according to Resolution 11/NQ-CP of the Government. Up to now, most (99.9%) people over 18 years old and children aged 12-17 have been vaccinated against Covid-19 with the 2nd dose, the rate of people receiving the booster dose is high (95.4% for adults over 18). Hanoi is also accelerating vaccination for children from 5 to under 12 years old, with the rate reaching 69.2% for eligible group. The reopening of production, business, tourism, restaurants and hotels has created momentum for the recovery of economic development, he added.

Hanoi’s economy in the second quarter of 2022 continued to recover strongly. The city’s GRDP is estimated to increase by 9.49% (1.4 times higher than the scenario given at the beginning of the year of 6.4-6.9%). This resulted in the city’s 6 months GRDP at 7.79% (1.29 times the increase in the same period in 2021 and 1.08 times the increase in the same period in 2019).
Budget revenue and expenditure balance was ensured with the total state budget revenue in the area estimated at VND177.4 trillion, reaching 56.9% of the estimate, equaling 122.4% compared to the same period last year.
Besides, export turnover was estimated at US$4.42 billion, up 19% over the same period, accumulating US$8.32 billion in the six-month period, up 17.1%.
Import value is estimated at US$11.20 billion, up 28.2% over the same period.
Total retail sales are estimated at 174.44 billion VND, up 24.3% for a cumulative in the first 6 months of the year of VND 336.01 billion, up 16.5% - more than twice the growth rate of the same period in 2021 (up 7.2%). The volume of goods transported increased by 36.2%, revenue rose by 46.9% for a cumulative in first 6 months of 32.8% and 44.9% respectively (10.7% and 11.3% year on year respectively).
Meanwhile, the city's tourism industry also had a strong recovery. International tourists to Hanoi increased by 374% for a six-month cumulative of 234 thousand arrivals,up 232% (in the same period it decreased by 86.2%); the number of domestic tourists increased by 188% for the six-month period.
In addition to the achieved results, the City People's Committee also pointed out some shortcomings and limitations such as the average consumer price index (CPI) in the first 6 months of 2022 increased by 3.25%, much higher than the average growth in the same period in 2021. This has put pressure on the 2022 target of controlling inflation below 4%; in which, the transport increased the highest at 16.07%.
Besides, the industry growth was lower than in the same period. The index of industrial production (IIP) in the first 6 months is estimated to increase by 6.6% (in the same period, by 8.7%); industry is estimated to increase by 6.73% (in same period by 7.66%). The number of enterprises carrying out procedures for dissolution (up 13%) and registered to suspend operations (up 51%) is still high. Disbursement results of investment capital in the first 6 months of the year are equivalent to the same period last year, however, it is still lower than the national level.
Regarding the key tasks and solutions in the last 6 months of 2022, Hanoi would continue with the implementation of Resolution No. 15-NQ/TU of the Politburo on orientations and tasks to develop the Capital until 2030, with a vision to 2045, while speeding up the planning of the Capital for the period of 2021-2030, with a vision to 2050.
Another key step is to promote socio-economic recovery and development; accelerate disbursement of investment projects; complete investment procedures for Ring Road 4 project - Hanoi Capital Region; continue to implement solutions to support production and business under the program of socio-economic recovery and development of the Government and Hanoi; continue to restructure economic sectors and develop new economic models.
Regarding the development of the fields of culture and information, Hanoi implemented the thematic resolution of the City Party Committee on the development of the cultural industry; successfully organized the Hanoi’s 10th Sports Games; implement the plan on information technology application in the activities of state agencies; ensure social security; implement sustainable poverty reduction according to the newly issued standards of the city.
The City People's Committee also enhances the efficiency and quality of state management of planning, land, construction order, urban order, and environmental protection. At the same time, it targets ensuring Soc Son Waste Power Plant's stable operation and accelerating the progress of the Seraphin Waste Power Plant Project and the Yen Xa Wastewater Treatment System Project.
