Hoai Duc’s Party Committee holds Party congress (20:39 10/07/2020)

HNP - Party Committee of Hoai Duc District convened the 24th Party congress for the tenure of 2020 - 2025 on July 9. 

The event saw the attendance of member of the Party Central Committee, Chairman of Hanoi People’s Committee Nguyen Duc Chung; Standing Vice Chairman of the municipal People’s Council Nguyen Ngoc Tuan; Vice Chairman of the municipal People’s Committee Nguyen Quoc Hung. And 226 official delegates representing more than 7,000 Party members were also in attendance. 
Presenting a political report at the congress, Permanent Deputy Secretary of the district Party Committee Dam Van Thong said that, over the past tenure, the Party organization, administration and people of Hoai Duc District has exerted every effort to effectively realize directives, resolutions of the Central Party Committee and the municipal Party Committee. 
So far, 22 out of 27 targets set in the previous congress’s resolutions have been fulfilled, and the rest are underway, he stated.
According to Thong, the district’s economy has been developed in the right direction, with average annual growth rate of 10.8%. All set socio-economic targets have been fulfilled or surpassed. Particularly, Hoai Duc has finished the building of new style rural areas. It is expected that per capita income would be VND62 million in 2020. 
Hoai Duc has also made greater gains in land management, site clearance, socio-economic infrastructure development, social welfare, political security and social order. 
Notably, due attention has been paid to the Party building, aiming to improve the quality and efficiency of Party organizations in operation. 
The district Party Committee has strictly realized Resolutions of the Party Central Committee’s 4th plenum (tenure 11 and 12), and instructions of the municipal Party Committee on the Party building and rectification in association with strengthening studying and following of President Ho Chi Minh’s thought, morality and lifestyle. 
With the outstanding achievements across all spheres, over the past tenure, the Party organization and people of Hoai Duc received noble awards of the Party and State, such as Second-Class Labor Medal, the Prime Minister's certificate recognizing the district as a new-style rural area in 2017, among others.
For the tenure of 2020-2025, the district Party Committee strives to realize the targets of promoting the strength of the entire people, building strong and pure political system, and mobilizing all resources to turn Hoai Duc into a prosperous, civilized and modern district. 
The district also works out five key missions, two breakthroughs, 16 major indicators and 10 solution groups to achieve the set goals.

Addressing the congress, Chairman of Hanoi People’s Committee Nguyen Duc Chung congratulated the Party organization and people of Hoai Duc on the success over the past five years. 
He asked the district to continue implementing the dual task of fighting the COVID-19 pandemic, and promoting economic development, ensuring social welfare and national defense. 
The local authorities need to deliver the Government’s aids to those affected by the COVID-19 pandemic in transparent manner, and make more effort to fulfill the targets set for 2020 and the whole tenure of 2015-2020, he suggested. 
Chung underscored the importance to execute the project “Building Hoai Duc into an urban district”, boost economic development, transform the district’s economic structure, expand urban infrastructure, improve the operational efficiency of all-level authorities, build a strong and pure Party organization and uphold the responsibility to set the example of cadres and Party members, among others.
The Congress elected a 41-member executive board of the district Party Committee for the tenure of 2020-2025.
