At the event, Head of the Hanoi Party Committee Commission of Communication and Education Bui Huyen Mai emphasized that Resolution No. 15-NQ/TW has an important significance for Hanoi’s long-term development strategy; creating a breakthrough in realizing the capital's potential and advantages with the utilization of national and international resources.

At the same time, the resolution aims for Hanoi to fulfill its role as the national political-administrative hub, and major center of economy, culture, education and training, science - technology and international integration. Hanoi is set to become a smart, modern, green, clean, beautiful, secure and safe city; to develop rapidly, sustainably, serving as a driving force to promote the development of the Red River Delta, the Northern key economic region and the country in general.

Mai stated that the contest, the first of its kind  on a city-wide scale, is aimed at spreading widely and strongly the content and spirit of Resolution No. 15-NQ/TW to the general public, creating unity and raising awareness among the entire Party Committee, agencies, organizations, enterprises, party members and especially all classes of people in the capital city. Hanoi's position about the role and importance as well as directions, tasks and key solutions to develop the capital by 2030, with a vision to 2045.

In order for the contest to be implemented with good results, Mai proposed Party committees at all levels, agencies, departments, branches, Fatherland Front and socio-political organizations Associations from the city to the grassroots to actively participate in the contest.

The press and media agencies are responsible for raising public awareness on the contest to ensure the effectiveness of the event.

According to the Organizing Committee, the preliminary round of the contest will take place in 4 weeks, from August 1 to August 31, 2022. The final round consists of 16 candidates with excellent results in the preliminary round, scheduled to be held on September 15, 2022 in the form of a "theatricalization" contest.

The contest on disseminating about Resolution No. 15-NQ/TU consists of 2 rounds: The preliminary round consisting of  online multiple-choice exam takes place in 4 weeks on the  platform www.tuyenhoathudo.vn. Contestants participate in the contest by accessing the contest's website at: www.tuyengiothudo.vn, registering an account and participating in the contest.

The final round takes place in the form of a "theatrical" contest with 3 rounds (multiple choice, presentation, question answer), in which, 16 contestants participated in the final round (including 12 candidates with high achievements in the preliminary round, 4 candidates with excellent essays) were drawn to be divided into 4 teams, each team has 4 member.

The final round includes team prizes: 1 first prize, 1 second prize, 2 third prizes. The first prize winner would receive  a Certificate of Merit from the Standing Committee of the Hanoi Party Committee and a cash prize of VND5 million.
