Presenting his report to the supervisory delegation, Standing Deputy Secretary of Soc Son District Party Committee Nguyen Nam Ha said, according to Resolution No. 21/NQ-HDND, dated September 23, 2021 and Resolution No. 21/NQ-HDND, dated September 19, 2022, of the Hanoi People's Council on the 5-year medium-term public investment plan of 2021-2025 of Hanoi, in the period of 2021-2025, Soc Son district has implemented 3 key projects, including: the execution of the investment project of Soc Son waste treatment complex phase II; investment project on construction of Ring Road 4 - Hanoi Capital Region through Soc Son district; technical infrastructure construction project for Soc Son clean industrial park. In which, Soc Son district was assigned the task of directly implementing the site clearance work of one project (Component 1.1 project- Compensation, support and resettlement of Ring Road 4 project) and coordinated with the investor to carry out site clearance for the construction investment project of Soc Son waste treatment complex phase II.
As a result, for the execution of the investment project of Soc Son waste treatment complex phase II, the district is tasked with handing clear sites with a total area of 73.73 ha in the area of 3 communes Nam Son, Bac Son, Hong Ky (in which, 52.46 ha of agricultural land and specialized land belonging to 442 households; 21.27 ha of residential land of 287 households). Up to now, 71.5 hectares of land has been handed over to the investor for construction, accounting for 96.9% of the project area; the remaining 2.23 ha is related to 36 cases where households have not yet handed over the land.
In addition, Soc Son district is also assigned the task of directly carrying out the site clearance work for the investment project of Soc Son waste treatment complex phase II.
For the construction investment project of Ring Road 4 - Hanoi Capital Region, the section through the territory of Soc Son district, with a length of 2.3 km, in which, there is a section crossing the Ca Lo River, National Highway 2 and Noi Bai - Lao Cai highway, the recovered land area is 48 ha, belonging to 500 households in Thanh Xuan and Tan Dan communes. Total cost of compensation, support and resettlement is expected to be VND438 billion. Following the direction of the City, the district has established a compensation, support and resettlement council, and issued a site clearance working group; issue notice of land acquisition, policy on site clearance for project implementation. Up to now, the preparation stages have been completed to carry out the site clearance work as planned.
Sharing with the district's difficulties in implementing large projects, Chairman of the Hanoi People’s Council Nguyen Ngoc Tuan said that although the district has made great efforts, but in case of complex projects such as Soc Son waste treatment plant, the district needs to focus more on directing related parties involving in the construction process, in which it is necessary to review the entire implementation of the projects, synthesize detailed data; promote public consensus to accelerate the progress.
