Hoang Mai district requested to strengthen communication on site clearance and issuance of land-use rights certificates (19:13 05/10/2021)
The team included Head of the municipal Party Committee Nguyen Quang Duc, and leaders of relevant departments and branches.
The municipal Party Committee issued Resolution No. 08-NQ/TU on "Improving effectiveness and efficiency of compensation, support and resettlement for local people whose land is under compulsory acquisition for the 2016-2020 period and following years", and Directive No. 09-CT/TU on "Strengthening the leadership of the Party organizations at all levels in granting certificates of land use rights and land-attached assets ownership in the city".
Since 2016, Hoang Mai district has accelerated site clearance for 92 projects, and planned to deliver compensation and resettlement support worth more than VND2 trillion for households affected by the projects.
So far, the local authorities have completed site clearance procedures for 26 projects, including the city's major ones.
Regarding the issuance of land-use rights certificates, during the 2016-2020 period, the district has rolled out its traffic infrastructure development projects, including Tam Trinh Street, road 2.5 (section: Dam Hong - National highway 1A), and Linh Nam Street, among others.
The projects have contributed to making positive changes in urban development, boosting socio-cultural and economic development, and maintaining political security and social order.
However, Hoang Mai district has faced existing difficulties during its performance of land clearance and issuance of land-use rights certificates, such as rapid population growth, poor urban infrastructure and long-delayed projects, among others.
Concluding the session, Chairman of the municipal People's Council Nguyen Ngoc Tuan praised the local administration for its effort in carrying out Resolution 08 and Directive 09.
Tuan asked the district to give its top priority to speed up site clearance and issuance of land-use rights certificates.
He requested for stronger communication on the city's policies among local residents to create high consensus in implementing the tasks.
The local authorities should strive to foster dialogue with people and deal with complaints and denunciations related to site clearance and land-use rights certificates issuance, he added.
Concerning key tasks for the remaining months of the year, Tuan also urged the district to do its best to achieve the dual goal of containing the COVID-19 pandemic and promoting socio-economic development.
