Science, innovation and technologies to serve as Hanoi’s driving forces for growth (21:53 08/03/2021)


HNP - Vice Secretary of the Hanoi Party Committee Nguyen Van Phong on March 5 chaired a scientific conference seeking opinions from experts and former leaders of the city regarding the promotion of science, technology and innovation in Hanoi in the 2021-25 period. 



Following the draft program No.07/CTr-TU of the municipal Party Committee, Hanoi targets to have certain fields in science to stay at the top of the country and the Southeast Asia. 
 
Under the program, the contribution of hi-tech products in the gross regional domestic product (GRDP) would account over 70%; the total factor productivity would contribute over 50% to the GRDP growth; labor productivity to be at least 7%; the contribution of digital economy to make up over 30% of GRDP; investment in innovation and science, technology represent 70% of total investment; over 40% of the products of Hanoi to be recognized as national products; completing the digital transformation process among agencies and units in Hanoi; providing public online services at the stage four; finalizing the ecosystem for innovative startups by 2025 and staying among ASEAN countries regarding innovative startups by 2030. 
 
To realize these targets, Hanoi would speed up the application of technology and sciences to revise current growth model, restrict the economy, improve labor productivity and enhance the city’s economic competitiveness. 
 
Moreover, Hanoi would change the mindset in  state management by adopting a more open approach, in which creating a legal environment favorable for innovation. 
 
Hanoi would take enterprises and people at the center of its services. At the conference, experts and scientists have evaluated the development process of science and technology in the city, including shortcomings that need to be addressed. 
 
Vice Secretary of the Hanoi Party Committee Nguyen Van Phong said Hanoi is in favorable condition to promote science, technology development as universities and research facilities in the city make up 80% of total in the country, high quality workforce with qualification of at least doctorate accounting for 65%. 
 
According to Phong, the fact that technology and science have not been a key factor for the city to restructure its urban economy is seen as a key factor restricting Hanoi to create breakthroughs in economic development. 
 
In the coming time, Phong noted Hanoi would give priority to digital transformation, building e-government and developing digital economy based on technology, science and innovation.
