Hanoi enhance quality of information provision at grassroots level (15:35 11/08/2022)

HNP - On August 10, Deputy Minister of Information and Communications Phan Tam led a survey team to conduct a survey on the implementation of Directive No. 07-CT/TW dated September 5, 2016 of the Secretariat of Party Central Committee (term XII) on "Promoting grassroots information work in the new situation" in Hanoi.  

A report of the Communication and Education Department under the Hanoi Party Committee shows that, in the past 5 years, the implementation of Directive No. 07-CT/TW has been associated with the realization of Decision No. 52/2016/QD-TTg dated December 6, 2016 of the Prime Minister in promoting efficiency of information provision at grassroots level. The system of grassroots information in the city has basically promoted its role and function as a bridge  between the people and the Party, government, and the Vietnam Fatherland Front, socio-political organizations at all levels; contributing to socio-economic development, ensuring security, national defense, social order and safety in the city.

Along with that, grassroots information activities are increasingly rich in content, diverse in forms, focusing on improving quality and efficiency according to the trend of information and communication technology development; focus on innovating contents and modes of operation to improve the quality of grassroots information work in accordance with each target group in society, the actual conditions of each agency, organization, and locality.

According to statistics, Hanoi currently has 579 radio stations (100% of communes, wards and towns have radio stations). Under plan No. 179/KH-UBND dated September 7, 2020 of the Hanoi People's Committee on improving the efficiency of grassroots information activities based on information technology application in Hanoi, some districts, towns are investing in converting to technology stations applying information technology - telecommunications with the goal of completing the digital transformation process by 2025.

At the survey, members of the survey team and the City's departments, branches and units discussed the current situation including advantages, disadvantages and gave specific recommendations for grassroots information work to meet the needs of the Government and effectively respond to the new situation of Hanoi.

Reviewing the remarkable achievements that Hanoi has attained after 5 years of implementing Directive No. 07-CT/TW, Head of the Communication and Education Department Bui Huyen Mai also raised the difficulties facing the city during the implementation of information work at the grassroots.

Deputy Minister of Information and Communications Phan Tam hailed the outstanding results of Hanoi in effectively implementing Directive No. 07-CT/TW. Tan said Hanoi's best practices and implementation experience will help the Steering Committee have more information to complete the report on the 5-year implementation of the Directive.

Emphasizing that the implementation of Directive No. 07-CT/TW has been deployed widespread in localities in Hanoi, Tan said that more specific mechanisms and policies are needed to facilitate the further development of grassroots information work.

Pointing out the shortcomings in the traditional way of communication that need to be overcome, Deputy Minister Phan Tam suggested that Hanoi should promote innovation, improve the quality of basic information content, and diversify forms of information; at the same time, build an ecosystem of grassroots information institutions to support and complement each other and thereby promote the role and function of the grassroots information system in each locality in the new situation.
