Target program on IT application brings significant progress (07:23 05/08/2014)

HNP - After two years of implementing the Target program on application of information-technology in government agencies for the period of 2012 to 2015, the city has witnessed significant progress.

So far, city’s shared IT infrastructure has been improved and synchronized with internal infrastructure of agencies; technology is applied to improve services for citizens and enterprises. 48 out of 56 targets of the program have been reached, of which 14 ones get even better result than expected.

Synchronizing IT infrastructure gradually

Target program on IT application in state agencies is one of two target programs approved by the 5th session of the 14th Municipal People’s Council for the 2011 - 2016 tenure. Ha Noi Steering Committee for IT has urged and asked related agencies to fulfill annual plans, along with inspecting and assessing application of IT in the area.

So far, city’s wide area network (WAN) has connected all departments, agencies, districts and towns, based on which many shared applications have been set up, especially online meeting system. The rate of online meetings between city’s authorities reached 48% in 2013, a significant increase compared to 11% in 2012, and it is expected to be 50% in 2014.

State Data Center has been put into operation since 2012, integrating shared databases of agencies. The city has provided online public services, including eight groups of basic public services and 68 specialized public services, along with receiving online application dossiers.

Towards e-government

In the last two years, the city also has paid attention to developing e-government and setting up shared software system to ensure unity and synchronization. So far, document management software has been set up and used by 100% departments, agencies, People’s Committees of districts and towns, and 60% of communes, wards and towns. Electronic documents are applied for 100% instructions of the Municipal People’s Committee and 85% for information exchange among city’s authorities.

Furthermore, Ha Noi has invested in improving IT infrastructure, such as computers for officials, local area network and internet connection.

Thanks to these efforts, in 2013, Ha Noi ranked second in IT application in state agencies and fourth out of 63 cities, provinces for readiness in IT application and development. In order to fulfill the program targets, the city will review operation of electronic One-Stop-Shop at communes, along with equipments, software and deployment of the system, hence propose a proper development plan. Ha Noi also will assess available online public services, based on which a plan of providing online public services until 2015, orientation to 2020 will be built, and give priority to information security.
