Progress of administrative reform in first half of 2014 (16:10 14/07/2014)

HNP - In the first half of 2014, statistics have showed progress in administrative reform in Ha Noi, contributing to service quality improvement for citizens.

Improving quality of services for citizens and enterprises

According to sociological investigation of satisfaction with service at One-Stop-Shop sections  in 15 districts, towns, people basically are satisfied with infrastructure, service and capacity of officers. Thanks to city’s efforts for administrative reform, drastic measures have been implemented in the area so as to raise service quality, focusing on information work and popularization, training course for officers and inspections.

In 2014, the city has reviewed and assessed administrative procedures, focusing on investment, agriculture and rural development, education and training, healthcare.  Until May 31, 1,696 administrative procedures were publicized on Ha Noi Portal, 60 new procedures released, 106 procedures amended and supplemented, five ones abolished or proposed to be abolished.

Initiatives in administrative reform

Initiatives in administrative reform have been recognized in many agencies in the area. The Department of Plan and Investment in cooperation with Ha Noi Police, Ha Noi Tax Department has the implemented successfully connected One-Stop-Shop mechanism and supported enterprises, organizations in business registration, application for tax code and stamp registration. Ha Noi is the first place in Viet Nam to receive profiles for passport registration via Internet and return the passports to citizens via postal service. Furthermore, districts such as Long Bien, Cau Giay and Ba Dinh have invested in improving infrastructure and services for people’s convenience.

Strengthening application of information, technology

Holding online conferences are encouraged in all city’s agencies for technological application and cost saving. Connected One-Stop-Shop software is used by People’s Committees of 100% districts, towns and 55% communes, wards and towns. Software for document and profiles management is used by all districts, towns and will be applied further in communes, wards.

So far, the city has provided 107 online public services at level three and one at level four to people, enterprises and organizations. Key model of administrative reform will be developed in Thach That district for further application in other areas.

In the next months, Ha Noi will focus on promoting information work on administrative procedures and help enterprises overcome difficulties to promote production as well as business. The city also aims to improve administrative reform index and realize projects on further application of connected One-Stop-Shop model.
