The conference showed the spirit of urgency, as the leaders of the Hanoi Party Committee said works will kick off immediately after the National Assembly approved the project investment policy.
At the meeting, delegates shared the view that this is a particularly important project, as such the city should mobilize the participation of entire political system and the people to ensure its success. In this regard, seven districts in the project areas have developed action plans and established their respective steering committee to carry the works.
Given the project implementation time is only 5 years, delegates urged a thorough preparation to avoid any delay that may jeopardize the project. In addition, the Ring Road 4 should be seen as the gauge of the leadership, and governance capacity of the Party committees and authorities at all levels. Each agency, unit and locality must try to push ahead with their assigned tasks.
The City People's Committee and related agencies are expected to work with the ministries and other localities to set up backup plans and avoid delay in project implementation.
On behalf of the Standing Committee of the City Party Committee, Secretary of the City Party Committee Dinh Tien Dung affirmed that Ring Road 4 - Hanoi Capital Region is a key national project, which, once completed, would help the capital region address one of its biggest limitations for many years, namely the inter-provincial linkage; create a new strategic driving force in the development of the capital and the Hanoi capital region by 2030, with a vision to 2045.
Dung highly appreciated the City People's Committee for completing the preliminary report on the progress of the project and assigning tasks. However, as the project is still in early phase, Dung stressed the necessity for the local authorities to set clear timeline and responsibilities to complete it.
“All tasks must be done simultaneously to avoid unnecessary delays”, emphasized Dung, while expecting all units to take utmost advantage from special mechanisms granted by the National Assembly for the project.
Dung also urged the city to pay attention to the site clearance work, ensuring transparency and publicity to ensure lawful rights of affected households.
According to Dung, the city will consult with the Government and make a decision to establish a Steering Committee for the implementation of the project that would be led by the Secretary of the City Party Committee, with the participation of the members of the City Party Committee, People's Council, and Vietnam Fatherland Front Committee of Hanoi, among others.
“The success of the project would be the pride for Hanoi,” Dung stressed, calling for high determination from each agency in implementing the project.
* On June 16, the National Assembly voted to approve the Resolution on investment policy of the investment project to build Ring Road 4 with 474/475 delegates voting in favor. The project has a length of about 112.8 km, divided into 7 component projects with a total preliminary investment capital of over VN85 trillion.
The resolution states that the preparation for investment and project implementation would start from 2022, with the project set to be completed by 2027.
