Hanoi to take stronger countermeasures in high risk areas (21:39 01/08/2021)


HNP - Member of the Party Central Committee and Chairman of the Hanoi People’s Committee Chu Ngoc Anh, who is also the head of the municipal Command for COVID-prevention and control, chaired an online meeting with the commands of departments, branches and districts on July 28, regarding the directions of the municipal Party Committee’s Standing Board on the fight against  the pandemic.

In attendance were Deputy Secretary of the municipal Party Committee Nguyen Van Phong, vice chairpersons of  the municipal People’s Committee, and heads of the city’s entities and localities.

 

At the meeting, the Hanoi mayor said that on July 27, the municipal Party Committee’s Standing Board raised their concerns about the application of social distancing measures in the whole city under the Prime Minister’s Directive 16 to prevent the spread of the virus.
 
According to him, after the four-day implementation of the new measures, the municipal Party Committee asked all-level Party organizations and authorities to carry out a number of urgent tasks.
 
In particular, heads of departments, sectors and district-level authorities should comprehensively review the tasks to ensure effective realization of the Directive 17/CT-UBND.
 
It is necessary for them to follow guidelines of the municipal Party Committee’s Standing Board and the municipal Party chief, and offer solutions to remove existing limitations for better performance.
 
The municipal Party Committee asked departments, branches and all-level People’s Committees should enhance inspection, while allowing the high-risk areas to apply stronger countermeasures against COVID-19.
 
According to the reports at the meeting, departments, sectors and districts have raised the sense of responsibility to rolling out the city’s directive as well as other guiding documents.
 
Especially, relevant units have worked together to settle problems to create a “green channel” for vehicles carrying essential goods, food and groceries.
 
The police has set up 29 COVID-19 checkpoints at the gateways to the city to control all flows of peoples and  vehicles leaving/entering Hanoi. More than 4,000 police officers have been mobilized to tightly control the movement of local residents.
 
The task forces have regularly inspected and fined more than 1,300 people and 32 service establishments for breaking COVID-19 prevention and control rules.
 
Speaking at the meeting, Deputy Secretary of the municipal Party Committee Nguyen Van Phong suggested that the municipal authorities should work out long-term scenarios for COVID-19 developments response.
 
He stated that inspection teams of the municipal Party Committee would continue to inspect enforcement of pandemic-anti measures in localities, requesting the local authorities to take strong actions to ensure safety for “green zones” in the city.
 
Concluding the meeting, Hanoi mayor Chu Ngoc Anh stressed that heads of the departments and sectors, and chairpersons of district-and commune-level People’s Committees would be held accountable for the implementation of the city’s directive 17 in the areas.
 
He urged People’s Committees of districts and communes to cooperate with the police to arrange forces on-duty at the checkpoints, and mobilize the participation of civil defenses, members of mass organizations, COVID-19 community-based teams and volunteers in the coronavirus fight efforts.
 
All levels and sectors should conduct simultaneous inspection on the enforcement of the city’s directive 17 especially residents' compliance with social distancing, he ordered.
 
The mayor said People’s Committees of districts, communes and towns could apply stronger measures in high-risk areas to curb the pandemic.
 
He also required departments, sectors and district-level authorities to uphold their responsibility and work together to deal with the tasks against the pandemic.
