15th National Assembly convenes first session in Hanoi (22:07 21/07/2021)

HNP - The 15th National Assembly (NA) convened its first session in Hanoi on July 20 morning, under the chair of Politburo member and NA Chairman Vuong Dinh Hue.

In attendance were Party General Secretary Nguyen Phu Trong; former Party General Secretary Nong Duc Manh; Politburo members: State President Nguyen Xuan Phuc, Prime  Minister Pham Minh Chinh; former Politburo members: former NA Chairpersons Nguyen Van  An, Nguyen Sinh Hung and Nguyen Thi Kim Ngan; Secretary of the  Party Central Committee (PCC) and Chairman of the Vietnam Fatherland  Front (VFF)’s Central Committee Do Van Chien; Politburo members, PCC secretaries, Deputy Prime Ministers, NA vice chairpersons; former and incumbent leaders of the Party and the State; and deputies of the 15th NA. 
Among Hanoi's National Assembly deputies attending the event were Politburo member and Secretary of the municipal Party Committee Dinh Tien Dung; and Deputy Secretary of the municipal Party Committee and Chairman of the municipal People’s Council Nguyen Ngoc Tuan. 
Prior to the opening of the sitting, leaders of the Party, State and the VFF’s Central Committee along with the NA’s deputies paid tribute to late President Ho Chi Minh at his Mausoleum and then laid  wreath in tribute to fallen combatants at Heroic Martyrs’ Monument on Bac Son street.
In his opening remarks, Hue highlighted the elections of deputies to the 15th NA and all-level People’s Councils for 2021-2026, saying the voter turnout of 99.6% has reflected the public’s high sense of responsibility and trust in the Party and State.
The success of the elections has also demonstrated the strength of the great national unity bloc, he stressed.

According to the NA chairman, at the first sitting, the legislature will consider and make decisions on the personnel work, and approve high-ranking positions in the Government, the legislature, the Supreme People’s Court, the Supreme People’s Procuracy and the State Audit Office of Vietnam.
NA deputies will focus their discussion on socio-economic and State budget reports in the first half of this year and solutions to realize relevant plans in the second half, while making decisions on key issues of the country, including the five-year national finance plan; loan scheme and plan for   public debt payment in the 2021-2025 period; mid-term public investment plan 2021-2025; national investment program for new-style farming, poverty reduction and sustainable social welfare 2021-2025.
They will also look into a draft resolution on the law and ordinance building program for 2022, and adjustments to the law and ordinance building program for 2021, and decide the NA’s supervision program and the establishment of a thematic supervising delegations for 2022, among others.
Hue stated the first session took place in the context the COVID-19 has developed complicatedly in many localities, adding that the success of the sitting would create important premise and momentum for legislative activities in the 15th tenure. 
He urged deputies of the 15th NA to uphold their sense of responsibility and raise initiatives to help the legislature improve its operational quality and efficiency.
Party General Secretary Nguyen Phu Trong delivered a speech at the opening session of the sitting.
At this session, the National Election Council briefed deputies on the result of the national election on deputies of the 15th NA and all-level people’s councils for the 2021-2026 period, as well as the verification for eligibility of all NA deputies.
The session is scheduled to end on July 31.
