Hanoi strives to speed up public investment fund disbursement (23:01 13/10/2021)

HNP - Member of the Party Central Committee and Chairman of the Hanoi People's Committee Chu Ngoc Anh chaired an online meeting on October 12 to discuss measures to remove difficulties and accelerate public investment  fund disbursement in 2021.

In attendance were Vice Chairmen of the municipal People's Committee Nguyen Trong Dong, Ha Minh Hai, Duong Duc Tuan, Nguyen Manh Quyen and Chu Xuan Dung, and leaders of the city's entities and localities. 
In his opening speech, Hanoi mayor  Chu Ngoc Anh said that the COVID-19 pandemic had negatively affected disbursement  of public investment capital in the third quarter of 2021. 
According to him, the Prime Minister asked localities to disburse 60% of public investment capital in the third quarter and 95% in the whole year. However, many localities failed to achieve the set goal due to the impact of the COVID-19 outbreak.
Hanoi disbursed around 40%-45% of public investment fund in the second quarter, he stated, asking the city to do its utmost to fulfill the target in the remainder of the year. 
He also stressed that the municipal authorities have guided departments, branches and investors to jointly remove difficulties and ramp up disbursement of public funds. 
Giving a report on public investment disbursement progress, Director of the municipal Department of Planning and Investment Do Anh Tuan said that as of October 11, Hanoi disbursed over VND15.7 trillion (over US$663.4 million), meeting 36% of the target set by Prime Minister Pham Minh Chinh. 
There are several districts with high disbursement rate such as Thanh Tri (100%), Dong Da (93%), or Dan Phuong (82.5%), the Capital High Command (70.7%), and others. 
Seven localities posted a low disbursement rate of below 10%, namely, Nam Tu Liem, Ba Dinh, Hoang Mai, Ung Hoa, Son Tay, My Duc and Thach That.
Pointing out causes affecting progress of public investment capital disbursement, Tuan said that the fourth COVID-19 outbreak was seen as a major factor slowing down the construction progress, however, existing issues in site clearance, compensation for affected households, or unqualified contractors, continued to affect the disbursement process.
After listening to local authorities' recommendations, Chairman Chu Ngoc Anh urged the city's departments and districts to work with relevant ministries and sectors to solve problems to push for the progress of priority projects. 
Concluding the meeting, Anh underlined the importance of the remaining months of the year in boosting economic recovery and development in the city. 
The city's entities and localities must work hard to overcome all challenges to achieve the targets in the October-December period, he ordered.
