The event saw the attendance of Party General Secretary Nguyen Phu Trong, President Nguyen Xuan Phuc, National Assembly Chairman Vuong Dinh Hue, permanent member of the (PCC)'s Secretariat Vo Van Thuong along with former and incumbent leaders of the Party and State, ministries and ministerial-level agencies, artists and representatives of political and social organizations.
Politburo member and Secretary of the Hanoi Party Committee Dinh Tien Dung, PCC member and Chairman of the municipal People Committee Chu Ngoc Anh were also in attendance.
From Hanoi, joining the conference were PCC member and Permanent Deputy Secretary of the municipal Party Committee Nguyen Thi Tuyen; Chairman of the municipal People's Council Nguyen Ngoc Tuan; Deputy Secretary of the municipal Party Committee Nguyen Van Phong; and Chairwoman of the Vietnam Fatherland Front's municipal committee Nguyen Lan Huong.
The conference was organized in both in-person and online forms, connecting 63 provinces and cities nationwide.
After 75 years since the first National Cultural Conference was held on November 24, 1946, the 2021 Conference aims to invigorate the national aspiration as the country enters a new period of rapid and sustainable development.
During the conference, participants reviewed the implementation of the Party’s orientations, policies, resolutions, directions and conclusions regarding cultural and artistic activities over the years, as well as the outcomes of the development of the Vietnamese culture and people after 35 years of the “Doi Moi” (Renewal) cause, while defining new orientations and tasks in the work for the 2021-2026 period and until 2045.

Delivering a statement at the conference, Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong said that during 35 years of the “Doi Moi”, the municipal Party Committee has changed its mindset and paid special attention to realizing the PCC's direction on cultural and human development.
According to him, at the 17th municipal Party Congress, the capital city has identified cultural and human development as a key task for 2020-2025 tenure.
Particularly, Hanoi will focus on developing cultural industry on the basis of the thousand-year tradition of civilization and city for peace, while boosting the building of elegant and civilized Hanoians.
One of the three breakthroughs set for the next five years is to develop the culture and people of Hanoi into a great spiritual value and a driving force for the city's sustainable development.
In a bid to realize the new direction on the development of Vietnamese culture and people set forth in the Resolution of the 13th National Party Congress, Phong stated that Hanoi will strengthen communication to raise awareness on cultural and human development.
The municipal authorities will mobilize all resources to develop the capital city worthy of being the political, economic and cultural centre of the whole nation.
In addition, Hanoi will also perfect its mechanisms and policies to effectively exploit cultural and sports institutions and gradually narrow the gap of cultural enjoyment between urban and rural areas in the city, Phong stressed.
He stated that in order to achieve the goal, the Hanoi administration will stay united and tap into traditional culture to develop Hanoi rapidly and sustainably.
